Improving access to water services in Uganda

WSUP Advisory is working with the Ministry of Water and Environment (MWE) on a 2-year project to improve access to safely managed water services for low-income communities, the vulnerable and disadvantaged in small towns and rural growth centres served by the six Umbrella Authorities (UAs) across Uganda.

 

The first part of the project will be establishing necessary systems and piloting interventions to improve access in selected towns served by one of the UAs – the Midwestern Umbrella of Water and Sanitation (MWUWS). This pilot phase will inform the selection of equitable access models that could be adopted by the other UAs.

 

Consultancy Summary:  The goal of this consultancy assignment is for an experienced survey implementation consultant or a firm, to manage data collection for a baseline household survey in the areas served by 3 to 5 water schemes that will inform the design of the pro-poor access mechanisms to be piloted in selected water schemes served by MWUWS.

 

The main aims of the household surveys are to understand: 1) the socio-demographic and socio-economic characteristics of households in the MWUWS catchment area, 2) the patterns of water consumption and expenditure among different customer types, 3) the major barriers for households in accessing a new piped water connection, and 4) the preferred means of marketing/communication about new services.

 

Profile of consultant

The ideal candidate should meet the following criteria:

  • Demonstrable experience managing and conducting household surveys
  • Good understanding of the context of small towns and rural growth centres in the Mid-Western Region
  • Demonstrable experience managing research teams during field work
  • Demonstrable experience managing and facilitating training sessions
  • Demonstrable experience conducting data quality assurance and control
  • Experience using online data collection tools, preferably mWater Portal and Surveyor App.
  • Fluency in spoken and written English, knowledge of Rutooro and local languages spoken at the selected schemes.
