Job Summary:  The QPPU Senior Technical Officer is an SSCS staff seconded to the Department of Pharmaceuticals and Natural Medicines (DPNM) of the Ministry of Health to support the efficient operation of the QPPU.  He/she will be responsible for supporting the Ministry of Health technical programs, with the primary responsibility of quantification and procurement planning for HIV. He/she will coordinate with the NTLP Logistics focal person to manage TB commodities. S/he works closely with SSCS staff, Ministry of Health DPNM and technical programs, central warehouses, USG agencies, IPs, and other stakeholders to provide technical assistance in ensuring the harmonization and coordination of quantification and procurement planning for HIV commodities as well as programmatic stock status monitoring.

This technical assistance is primarily focused on strengthening logistics systems and provides a link between MOH and stakeholders and facilitates harmonization within the various supply chains.

S/he will identify and disseminate strategic logistics information to enable effective supply planning. S/he is responsible for conducting quantification of national requirements, tracking commitments, and the financial and commodity gaps.

 

Key Duties and Responsibilities:

Project Support – 25%

  • Participate in the conceptualization of capacity building program and tools to be used with national stakeholders and in particular with MOH counterparts
  • Participate in the development and implementation of innovations/innovative approaches that aim to benefit national supply chain performance and stakeholders
  • Participate in project work planning and reporting
  • Participate in meetings with the Ministry of Health, USG agencies and other stakeholders to share progress, accomplishments, and challenges and ensure a common understanding of current as well as future strategic direction
  • Other duties, as assigned by the –Project leadership.

Technical Support – 40%

  • Work with the DPNM, Ministry of Health programs (primarily ACP and NTLP and Central Warehouses), USG agencies, and development partners to quantify and periodically review national requirements of medicines and health supplies, including participating in the development of GFATM proposals and PSM plans.
  • Support Ministry of Health programs to secure commitments of development partners and the Government of Uganda against developed national quantifications, and continuously monitor the funding and commodity gap
  • Develop annual procurement plans based on commitments to national quantifications, periodically review progress made on commitments, and regularly update the warehouse supply plans
  • Work with NMS, JMS, MAUL, procurement agents including GF, and development partners to monitor the procurement pipeline and support the compilation of the MOH bi-monthly stock status reports
  • Standardize and further develop data collection methodology and tools for quantification and supply planning
  • Work with IPs, programs including ACP, NTLP, and DPNM to provide technical assistance in strengthening analysis and utilization of data from the web-based medicines ordering and reporting system to facilitate evidence-based decision making.
  • Work with MoH programs, DPNM, and development partners to monitor and share progress performance on facility regimen transitions and optimization
  • Support the rationalization of health facilities across warehouses, ensuring no interruption in commodity supply
  • Prepare periodic reports and presentations as required by the SSCS program, DPNM, Ministry of Health programs, USG agencies, and development partners
  • Participate in the national quantification for EMHS and annual facility procurement planning.

Stakeholder engagement – 35%

  • Contribute to the building and Management of GOU, USG, and other partners’ relationships with QPPU
  • Work with the SSCS sub-national team to improve supply chain data quality and use at Regional Referral hospitals.




Qualifications, Skills and Experience:

  • Professional degree in pharmacy, medicine, or public health with supply chain management training.
  • 4-6 years of experience in quantification for essential medicines and health supplies at the national level
  • At least five years’ work experience in pharmaceutical supply management
  • Work experience in providing pharmaceutical management technical assistance, especially in the area of supply chain management, quantification, and procurement
  • Demonstrated analytical skills with computerized packages including Microsoft office packages such as MS Excel
  • Work experience with medicines logistics/ inventory management information systems
  • Working experience in Uganda with a comprehensive understanding of the Uganda public health system, and previous experience with USAID supported programs is an added advantage
  • Knowledge of quantification tools e.g., Pipeline, Quantimed, QAT.
