Job Summary:  Reporting to the USAID/SSCS Activity regional coordinator region and working closely with the supply chain digitization Coordinator , the technical officer will be responsible for providing technical assistance and mentorships to implementing partners, district health officers, directors of regional referral hospitals to optimally perform their supply chain digitization leadership and management roles and responsibilities to ensure improved availability of essential medicines and Health supplies through improving visibility in the supply chain, timeliness and quality reporting of supply chain data into national systems like; DHIS-2 and PIP.

 

The overall duty of the Regional Technical Officers (RTOs) will be to provide technical assistance to regional implementing partners, district officers and RRH directors to scale up use of digital supply chain platforms that will ensure 100% facilities reporting of supply chain data into the DHIS-2 & PIP and there is consistent use of supply chain data from HMIS and eLMIS to make decisions at district and facility level.

 

The Regional Technical Officer will provide oversight to implementing partners, DHO’s and Regional Referral Hospital (RRH) directors to scale up use of digital supply chain platforms, implement robust mechanisms to promote use of supply chain data at the point of collection for decision making and step-up monitoring of reporting and use of supply chain data in routine DHT and management meetings. The regional technical officers will work closely with the regional implementing partners, regional pharmacists’ other members of the supply chain team to build capacity and ensure skills transfer for supply chain performance and quality monitoring with their supported regions. It is expected that with in the first six months of dedicated support to IPs and districts, all facilities allocated supply chain hardware in their regions have functional supply chain digital platforms for management of health supplies sharing data to the Pharmaceutical information Portal(PIP) and HMIS 105-6, 2.6.1 & 2.7.4 reporting and completion should be 100% and all their supported districts have draft digital systems maintenance and support plans ready for inclusion in their strategic plan.

 

Key Duties and Responsibilities:

Technical Assistance (60)

  • To provide technical assistance (TA) to regional implementing partners and onsite mentoring on set up and use of MoH approved eLMIS at target health facilities with USAID and Global Fund procured hardware
  • Provide targeted mentorship to ensure sustained functionality of eLMIS at stores and dispensing at priority facilities by ensuring all software challenges affecting supply chain reporting is addressed timely
  • Work with the regional IPs to ensure functionality of the eLMIS in the 627HFs and the 136 DVS stores
  • Work with regional IPs to ensure functionality of other HFs/Stores with eLMIS on top of above.
  • Provide Technical Assistance to Reg. Implementing partners to mentor poor performing facilities managers and technical staff to enter and submit HMIS 105 sec. 6, sec. 2.6.1, and 2.7.4 data into the DHIS2
  • Provide technical input and mentorship at the RRHs to transform them into centers of excellence and mitigate all supply chain risks at selected RRHs
  • Provide TA to IPs & districts to streamline and improve functionality of community supply chain processes (CRDDP, VHT etc.)
  • Provide technical assistance for development of digital systems maintenance and support plans for inclusion in their strategic plan

Project Management and Reporting (40)

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Health Degree including Pharmacy, Pharmaceutical Sciences, Medicine, Nursing, Public health, health supply chain etc.
  • At least three-five years’ experience supporting district health teams
  • Familiarity with the public health system especially supply chain management and HMIS reporting at health facility level.
  • Familiarity with any of the commonly used eLMIS at public health
  • Prior experience supporting data entry into national health data bases.
  • Excellent Ms Excel skills.
  • Proficiency in English (both spoken and written).
  • Excellent communication, organizational and interpersonal skills.
  • Ability to work under stringent deadlines and independently with minimum supervision.
