Job Summary:  Under the guidance of the Project Manager, the Project Officer is responsible for the planning, spearheading the implementation and monitoring geared towards achieving the project objectives, reporting, initiating procurement and supplies, budget reviews and controls, Support Supervision, and Mentorship, Coaching and staff management. Liaising with relevant stakeholders to achieve the project objectives.

 

Key Duties and Responsibilities:

Project Implementation:

  • Take lead in the development of environment and energy interventions scope and ensuring linkages with other stakeholders
  • Lead in identifying and facilitating environment and energy and climate change partner’s engagements including with development partners, civil society, government and private sector alongside fostering necessary rapport with other relevant stakeholders to ensure effective collaborations programme implementation
  • Take lead to ensure that the project objectives and activities are achieved in a timely, cost efficient and effective manner.
  • Facilitate strategic environment and energy processes and promote the sharing of lessons and experiences with partners
  • Prepare and submit quarterly and timely work plans, budgets and technical progress reports
  • Initiate procurement and supplies request and work together with procurement department to offer technical guidance where necessary in the procurement process.

Project Planning;

  • Responsible for the planning and development of relevant training manuals/contents as well as follow up and mentoring of training participants in close cooperation with other partners.
  • Develop and share project work plans (weekly, Monthly, Quarterly etc) to guide the implementation of the project activities in line with the project documents;
  • Organise sector planning meetings where work plans, progress, and challenges are shared and solutions sought;
  • Ensure that all community structures worked with under the sector conduct monthly performance review meetings;
  • Lobbying and advocacy (Participate in proposal development to win more funding from donors)
  • Develop and submit Procurement and supply Plans for project deliverables on time to procurement officer.
  • Develop cross learning and exchanges with other development partners and with other LWF operations areas.

Staff Management:

  • Together with the project Assistants set and agree on clear performance objectives and targets in line with the project documents.
  • Conduct timely appraisal of project assistants and ensuring all team members are appraised periodically as stipulated.
  • Identify capacity gaps and develop capacity development plans for the project team
  • Offer Support Supervision, Mentorship and coaching of project Staff to enhance their capacities
  • Assist the project team to clearly understand and appreciate the project documents, their implementation roles and responsibilities through regular sector meetings, guidance and monitoring
  • Encouraging team work and inclusiveness and building a team spirit through regular meetings and events and clear reporting mechanisms for each team member;

Financial management / Budget Monitoring & Control:

  • Ensure all budgeted activities are implemented as planned to avoid over/ under expenditures
  • Participate in the project budget reviews for effective and efficient planning according to standards of the donor;
  • Develop budget tracker for the project and keep track of all project expenses to ensure that project activities are within assigned budgets;
  • Follow up on the payments of service providers to ensure that payments are made on time and reflected on the tracker.

Project Monitoring, Evaluation and Reporting:

  • Together with M&E officer develop M&E Tools and ensure effective use of those tools.
  • Ensure sustainable monitoring and evaluation of all environment and energy interventions
  • Follow up on activities implemented under partner agreements, consultancies or similar arrangements and ensure their timely and quality delivery.
  • Ensure all reports are compiled and submitted on time according to the donor requirements
  • Ensure an updated database is kept and/submitted to the M&E unit.

Other:

  • Participate and represent the organisations in sector specific meetings, workshops, etc as required
  • Undertake other related duties as may reasonably be assigned/delegated by the Supervisor.





Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s of Science in Agriculture, Environmental Science, Forestry or a related field; A Diploma in Agroforestry; Certificate in Organic Agriculture.
  • At least three (3) years of experience in implementing environment and energy Projects; Farmer Field School Approach, value chain development for highly valued crops, monitoring and evaluations, farmer managed natural regeneration, natural resources and disaster risks reduction, lobbying and advocacy.
  • Good problem Solving, Decision Making, interpersonal, Communication and negotiation skills; Fluency in English, both written and verbal; Information Technology (MS Office, Internet);
  • Ability to work under pressure to meet tight deadlines; Good team work with good communication skills;
  • Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
