Job Summary:  The Program Manager will manage and provide technical oversight of strengthening the capacity of local partner organizations. Key to this will be support in a robust grants management solution that integrates sub-grants management, monitoring of program delivery, data systems management and timely reporting to improve the efficiency and effectiveness of compliant program delivery. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its partner capacity strengthening approaches.

 

Key Duties and Responsibilities:

  • Provide management, guidance, and technical oversight for the Partner Capacity Strengthening sub- recipients to ensure effective and efficient project start-up, implementation and close-out in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Oversee technical assistance to local partners in sub-grant management, establishment of data and management information systems and for organizational planning and management capacity to enhance program quality and impact.
  • Identify and manage new and existing relationships with organizations working within the partner capacity strengthening sphere ensuring effective representation while leveraging existing resources for effective and efficient implementation of the CRS Capacity Strengthening project
  • Effectively manage talent for Partner Capacity Strengthening and supervise staff. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Lead the development of program learning – identify opportunities for learning, research and publications in the area of Partner Capacity Strengthening and implementation of MEAL policy.
  • Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP Partners Capacity Strengthening portfolio in line with agency, regional, and CP strategic priorities.
  • Serve as the technical lead and technical writer to ensure quality proposals in Partner Capacity Strengthening per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.




Qualifications, Skills and Experience:

  • The ideal applicant must hold a Master’s Degree in Development Studies, International Relations or in the field of Institutional/Organizational Capacity Strengthening required. Additional experience may substitute for some education.
  • At least five years’ project management experience required, with preferably at least 2-3 years working in the area of organizational capacity strengthening
  • Experience in managing moderately complex projects preferably with an international NGO.
  • Conversant in Global Fund approaches, rules and regulations
  • Good experience in project grants management, including project design, preferably for grants from multiple public donors
  • Experience engaging with partner organizations
  • MEAL skills and experience required.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Good knowledge and experience in budget management; excellent report writing skills.

  • Required Languages – English and any of the major local languages spoken in Uganda
  • Must be willing and able to travel up to 20 %.
