About US Embassy:

The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years.  Ambassador Natalie E. Brown currently heads the U.S Mission to Uganda.  The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

 

Among the offices operating under the U.S Mission to Uganda are:

  • United States Agency for International Development (USAID)
  • Centers for Disease Control (CDC)
  • Peace Corps

 

Job Summary:  The Property Management Assistant is responsible for managing all CDC Uganda property and materials from receipt to disposal following United States Government (USG) federal rules and regulations. This involves maintaining and updating the CDC Property Management Information System (PMIS) for accountable property and other tracking packages for non-accountable property and materials, managing property issuances, carrying out an annual inventory and processing disposal of excess property and materials. Incumbent is an expert in providing policy guidance to all CDC staff on the appropriate procedures for issuing, transferring and disposing excess CDC/USG property and materials and procedures related their loss, damage or theft. Position is under the Operations Branch and reports directly to the Procurement Agent.





Qualifications, Skills and Experience:

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  • The applicants for the United States US Embassy Property Management Assistant job opportunity should have Two years of College/University studies in Logistics Management, Supply chain, Stores/Warehouse Management or Business Studies. Required.
  • A minimum of four (4) years of progressively responsible experience in managing logistics/property and/or stores in an international organization, donor agencies or local NGO is required.
  • Must have demonstrated general knowledge of logistics management procedures and tools is required. Best practices in property and materials management are required including processes related to receipt & verification of items, coding, issuance and custody, inventory taking, tracking and disposal is required.
  • Must understand the diverse backgrounds, culture and environment so as to be accommodative, calm, patient and flexible while dealing with staff and contractors from such a diversity so as to be able to accomplish job tasks satisfactorily.
  • Jobholder must possess specific logistics management and numerical skills in database maintenance, inventory management, disposal processes and other general logistics/property custody abilities.
  • The incumbent must possess advanced computer skills and must be highly familiar with Microsoft Suite including Excel, Word and PowerPoint. The ability to create and manipulate Excel worksheets and templates for tracking and analyzing large data with ease is required. S/he must be comfortable with and adept at using new and emerging technologies, applications and computer systems
  • The incumbent must possess exceptional analytical and organizational skills as well as the ability to independently produce reports on property and materials utilization and establish their re-order and replenishment quantities.
  • Interpersonal and customer care skills are also critical to the performance of this position.
  • Must have the ability to deal with all levels of staff and manage their property and supply needs in a systematic and smooth manner.
  • Must relate and work well with people of different cultures, gender and backgrounds.
  • S/he must be patient while explaining different types of property issues and policies.
  • Must have the ability to function well under pressure and to exercise flexibility and discretion in resolving problems. Must have the ability to multi-task in a very fast-paced work environment. Must be strong enough to lift and move some property items (up to 15kgs)
  • Good spoken and written communication skills are required.
  • The incumbent must be comfortable working in a highly visible role and communicating well with all-levels of USG staff.
  • Jobholder must have excellent data entry skills where both speed and accuracy are required. Incumbent must pay attention to detail while entering and extracting data.
  • S/he must be skilled in record keeping and documentation.
  • S/he must have the ability to maintain and work with detailed information and translate and articulate data to a variety of audiences.
  • Language: Good working knowledge speaking/reading/writing English is required.
