Job Title:   Compliance Engineer – Access, IPC and Safety  

Organization: Electricity Regulatory Authority (ERA)

Duty Station: Kampala, Uganda

Reports to: Manager Technical Compliance and Monitoring

 

About ERA:

The Electricity Regulatory Authority (ERA) is a statutory body established in accordance with the Electricity Act, 1999 (Chapter 145, Laws of Uganda). The Act empowers ERA to regulate the Generation, Transmission, Sale, Export, Import and Distribution of electrical energy in Uganda.

 

Job Summary:  The Compliance Engineer – Access, IPC and Safety will develop, design, implement and monitor programs, policies and practices for compliance with the Safety code regulations, metering regulations and guidelines, off‐grid licensees, professional standards of installations, and promote access and connectivity

 

Key Duties and Responsibilities:

Safety

  • Develop, promote and enforce safety policies and practices in the electricity distribution segments
  • Monitor and evaluate licensees’ compliance with the Safety code regulations.
  • Conduct investigations into reported safety cases and advise the
  • Authority in line with the Safety code regulations.

Metering

  • Monitor and evaluate licensees’ compliance with the metering
  • regulations and guidelines.
  • Evaluate and propose metering regulations and standards for medium term and long term.
  • Develop and maintain an up‐to‐date database/record of meters installed within the ESI.
  • Collaborate with UNBS on testing of new and in‐service energy meters
  • Provide support in dispute/complaints resolution emanating from metering and billing;
  • Prepare reports on the performance of energy meters in the ESI.

Access and Off grids.

  • Monitor performance and compliance of the off‐grid licensees.
  • Support and monitor the implementation of the Electricity access programs in Uganda.
  • Develop, promote and support initiatives to promote access and
  • connectivity to electricity in Uganda;
  • Develop initiatives promote affordable last mile connections and household wiring;
  • Liaison of key stakeholders and MEMD on the support distribution companies and electricity access programs and report on a quarterly;
  • Coordinate with Rural Electricity Program (REP) and ensure Authority’s
  • regulatory concerns are mainstreamed into REP operations and activities and prepare quarterly reports.

Installations Permit Committee

  • Coordinate the functions of the Installation Permits Committee of the Authority, including receipt, processing of new and renewal of installation permits;
  • Monitor the performance and professional standards of installations permits holders on an annual basis and advise Management
  • Maintain an up‐to‐date installation permits database
  • Receive, process and ensure resolution of complaints relating to installation permits;
  • Investigate and advise the IPC to take such disciplinary action as is necessary for ensuring maintenance of high professional standards, ethics, and integrity of permit holders according to established code of conduct and best practice.




Qualifications, Skills and Experience:

  • The applicant must an Honours University Degree in Electrical Engineering.
  • Should have a minimum of three (3) years relevant working experience in the electricity sector with practical knowledge in the distribution systems, Electrical safety, energy metering, electrical installations.
  • Should be a registerable Engineer by UIPE/ERB.
  • Should be knowledgeable about the electricity supply industry in Uganda.
  • Should be below 30 Years of age.
