The project’s multi-sectoral approach draws together global nutrition experience to design, implement and evaluate programs that address the root causes of malnutrition. The USAID Mission in Uganda provided USAID Advancing Nutrition with a scope of work (SOW) to begin programming in Uganda with a June 2021 to June 2023 performance period. The overall purpose is to support the Government of Uganda to reduce micronutrient deficiencies by improving the quality of diet through strengthening compliance to food fortification standards, enforcement, and monitoring. USAID Advancing Nutrition will engage stakeholders such as the National Working Group on Food Fortification, Private Sector Foundation of Uganda, civil society, and regulatory agencies like the Uganda National Bureau of Standards, the Ministry of Health, Office of the Prime Minister, Uganda Bureau of Statistics, and the Ministry of Trade, Industry, and Cooperatives to implement and support actions to strengthen food fortification for public health impact. There are four key objectives:

  • Increase the capacity of the public sector to enforce food fortification standards and regulations
  • Increase the capacity of the private sector to comply with food fortification standards and regulations
  • Strengthen partnerships and stakeholder coordination in food fortification
  • Raise awareness of the benefits of fortified foods.

 

Job Summary:   The Fortification Monitoring Specialist will provide technical assistance for the implementation of activities, working in collaboration with the Senior Technical Advisor and Deputy Chief of Party. The ideal candidate will have experience in food fortification efforts and be familiar with Uganda National Bureau of Standards (UNBS) regulations and ways of working. The Fortification Monitoring Specialist will report to the Deputy Chief of Party. This position is based in Kampala, Uganda at the UNBS  office in order to establish close collaboration with the UNBS and to facilitate capacity strengthening activities.

Responsibilities:  The role of the Fortification Monitoring Specialist is to support UNBS in the implementation of activities outlined in the work plan. Specifically this will include leading food processors trainings on food safety and fortification processes and ensuring that UNBS has an effective means of collecting and utilizing monitoring data to inform program improvements. This role will also require liaising with food producers to better understand challenges, lessons learned, etc.

 

Key Duties and Responsibilities:

  • Support UNBS to implement activities outlined in the work plan, including conducting training for food processors on food safety and fortification processes.
  • Work with industries to ensure compliance with mandatory fortification including documenting progress in implementation of food fortification, challenges encountered, lessons learned and new approaches for improvement to adherence to mandatory fortification.
  • Work with USAID Advancing Nutrition Uganda technical team in planning, executing, monitoring and evaluating fortification initiatives in the country.
  • Represent USAID Advancing Nutrition Uganda in fortification technical and coordination meetings as needed.
  • Support coordination with other USAID implementing partners, INGOs, NGOs, research institutions and academia.
  • Support UNBS to coordinate with relevant government agencies to develop, implement and utilize monitoring and evaluation systems for fortification.
  • Contribute to the quarterly and annual reports.
  • Undertake any other responsibilities assigned by the supervisor or his/her designee.

 

Qualifications, Skills and Experience:

  • Education: The applicant must hold a Master’s degree in Food Science and Technology, Nutrition, Public Health, Food Processing Technology or other relevant discipline; or Bachelor’s degree in similar disciplines
  • Experience: Minimum of five (5) years of progressively responsible work experience working in food processing, laboratory food analysis, food safety or related area field with a Master’s degree; or eight (8) years without a Master’s degree.
  • Excellent English language skills, both written and spoken with strong presentation skills.
  • Experience designing and leading training on food fortification.
  • Proven ability to manage multiple tasks, and coordinate activities across different partners and with the government
  • Must be authorized to work in Uganda

 

Preferred Skills or Experience

  • Demonstrated experience working with private and public sector actors.
  • Prior experience on a USAID-funded project.
