Job Summary:  The Forestry Program Officers will be based in the NFA Sector Offices (1 in Kaabong, 1 in Kitgum, 1 in Abim).  They will support implementation of the USAID/Uganda Biodiversity for Resilience Activity (B4R) Forestry Program in the Central Forest Reserves (CFRs) in Karamoja and Achwa ranges in the Greater Kidepo Landscape. The B4R support is aimed at strengthening the operational capacity of National Forestry Authority (NFA) in forest landscape planning and management among the seven clusters of CFRs in the Karamoja and Achwa Ranges. Key targeted interventions include improved landscape level stakeholder coordination including NFA, UWA, Local Government Authorities, and local communities; established governance capacity of Collaborative Forest Management (CFM) groups to conserve biodiversity and protect and manage the critical catchments and watersheds; and increased public- private partnerships for promotion of forest-based on-farm and in-forest enterprises that incentivize forest conservation while generating jobs and income for forest-adjacent communities.

 

The Forestry Program Officers will report to the Forestry Program Manager / Senior Program Advisor 1 (Forestry Program Manager).

 

The Forestry Program Officers will support NFA to implement interventions for forest conservation, improved community livelihoods, and institutional governance to improve Central Forest Reserves (CFRs) management, production and supply of forestry products and services in the Greater Kidepo landscape.

 

Key Duties and Responsibilities:

Program Planning & Implementation

  • Develop work plans and budgets for implementation of the B4R Forestry Program performance output activities in coordination with NFA Sector Managers and Range Managers
  • Conduct joint monthly and quarterly planning and monitoring of project activities with NFA and other key stakeholders in the project areas
  • Ensure periodic monitoring and evaluation of B4R’s work plan and provide adaptive management proposals to NFA and B4R project implementation and leadership to ensure quality, timely completion, and compliance.
  • Stakeholder Engagement
  • Develop and maintain partnerships with key stakeholders including CFM groups, Private Sector, LGs, NFA and UWA.
  • Ensure effective collaboration and implementation of project activities in liaison with B4R, NFA field staff and landscape partners
  • Develop and implement a stakeholder’s engagement strategy and periodically organize relevant stakeholder engagements and events in collaboration with NFA.

Technical Components

  • Provide technical support to the B4R’s Forestry Program and Biodiversity teams and coordinate implementation of B4R-NFA work plan in close collaboration with NFA Range Managers, Sector Managers and Forest Supervisors
  • Strengthen and expand Collaborative Forest Management (CFM) with Community Based Organisations (CBOs) in the Karamoja and Achwa Ranges
  • Design and implement alternative livelihood plans, and local financing mechanisms aimed at reducing pressure on forest resources, and provide training for CFM groups jointly with NFA staff
  • Provide technical assistance to CFM community groups during application for and implementation of B4R Strategic Investment (SIF) grants, and ensure compliance with B4R sub grant requirements
  • Support good governance and capacity building for CFM groups in close collaboration with NFA staff and B4R’s Governance Advisor.

Communications

  • Gather and communicate relevant information for B4R communications unit needs.
  • Organize field visits and meetings with communities, USAID and project stakeholders as needed.
  • Create awareness and sensitize stakeholders

Monitoring and reporting

  • Prepare and timely submit monthly, quarterly, and annual reports on the performance of B4R activities from the field.
  • Prepare a performance monitoring plan for the B4R project activities
  • Prepare and submit Monthly and quarterly financial reports and ensure proper accountability of funds
  • Support and coordinate joint monitoring and reporting of B4R project activities





Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree in Forestry/Natural Resource Management and three years of relevant work experience; or a Bachelor’s degree in a relevant field of study and at least 6 years of relevant experience at field-level activity implementation, including forestry conservation, community development and stakeholder engagements at Local Governments level and Community-Based Organizations.
  • A minimum of five years of experience in leading and implementing forestry programs.
