About Project Summary:

Awarded to MSI in November 2021, the purpose of the Strengthening Systems and Public Accountability (SSPA) Activity is to improve service delivery through strengthened accountability, deepened public participation and oversight, and reduced corruption within Uganda’s public service sectors. This will be achieved by improving leadership and accountability for results, strengthening the standards, reward, and sanctions systems for public officials, challenging the norms, attitudes, and behaviors that fuel corruption, and support citizen engagement to demand better services. The three main objectives of the Activity are: i) Increased citizen voice, coalition building, and engagement with government to reduce corruption; ii) Key systems and standards enhanced in anti-corruption and accountability institutions at the national and sub-national level to combat corruption; and iii) Strengthened accountability processes within specific service delivery sectors, in particular natural resource governance in refugee districts and wildlife crime related corruption. The USAID and the UK Aid partner to jointly fund SSPA.

Job Summary:  The IT and Administrative Assistant will assist with a variety of daily activities related to office IT, procurement and administration. This position will directly report to SSPA’s Director of Finance and Administration and support all SSPA offices, while maintaining close collaboration with the rest of the operational and technical staff.

 

Key Duties and Responsibilities:  

IT functions:

  • Provide all IT-related support to project staff and consultants.
  • Manage day-to-day response to user issues and determine solutions.
  • Establish and maintain LAN.
  • Plan IT procurement and track asset inventory.

Procurement functions:

  • Lead the procurement of office supplies and equipment.
  • Draft and upload RFQs and RFPs into MSI’s electronic procurement management system, as requested.
  • Assist in the evaluation and award of subcontracts and purchase orders.
  • Ensure all necessary backup documentation is uploaded into MSI’s electronic systems, as instructed.

Administrative functions:

  • Assist with scheduling and coordinating arrangements for on- and off-site meetings, briefing/ training sessions and special events.
  • Serve as a note-taker during SSPA Advisory Board meetings and capture decisions in writing for the Chief of Party.

Crosscutting functions:

  • Communicate with regional offices on matters of office IT and administration.
  • Support with other IT, procurement and administrative functions, as needed.




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in IT management, project management, or a related field required, master’s degree preferred.
  • At least three years of progressively responsible and directly relevant experience.
  • Knowledge of information management processes including customer support.
  • Familiarity with procurement procedures and database use and management preferred.
  • Strong organizational skills and the ability to handle multiple priorities in a fast-paced environment.
  • Demonstrated ability to perform under deadline pressure and an ability to focus on details.
  • Experience working with donor agencies (USAID, USDA, World Bank, etc.) or development organizations a plus.
  • Proven ability working with a wide range of colleagues including local project staff, international staff, consultants, and government officials, etc.
  • Experience organizing public events, roundtables, conferences, and meetings preferred.
  • Flexibility and ability to adapt easily to change.
  • Travel will only be approved based on security considerations, including COVID-19 contexts.
  • Strong written and spoken English is required.
