About Farm Africa

About the Project

aBi Development Ltd (formerly aBi Trust) awarded Farm Africa and the North East Chilli Producers Association (NECPA) funding for a three-year project “Commercialising chilli production in Northern Uganda” running from October 2018 to November2021(with No Cost Extension till January 31st 2022) focussed on creating a more competitive and profitable chilli value chain within Lira, northern Uganda to capitalise on growing international demand for varieties of Ugandan African Birds Eye (ABE) dried chillies.  Farm Africa and aBi Development Ltd are seeking a consultant to carry out End of project Evaluation for the Commercialising Chilli Production project, implemented in Lira district, Uganda.

 

Scope of Work

Farm Africa and aBi Development Ltd plan to commission an external evaluator to conduct an End line project evaluation in order to assess its results and potential in line with the project indicators as set in the LLF. The evaluation will use a mixed-methods approach that are appropriate to collect adequate and quality data for each of the specific objectives as stated in the TOR.  Relatedly, methods of analysing quantitative and qualitative data that are technically appropriate in evaluation studies will be used.

 

The scope of the entire assignment involves:

  • Reviewing literature and existing projects documents relevant to the objectives of the evaluation
  • Designing appropriate methodology including sampling and sample size that will collect adequate data, and defining methods of data analysis that will address the objectives of the study
  • Interpreting the analysed data in context to respective sub-sectoral and Project performance and presenting it in a report of findings and recommendations which will be verified by aBi management in a workshop.

The end of project Evaluation must be completed and fully reported on by 15th January 2022.

Interested consultants or firms are requested to submit:

  • A full technical and financial proposal (template for adaptation attached to the full terms of reference in Annex A). Please provide as much detail as possible, however at a minimum please clearly distinguish between consultancy costs and expenses, and detail any expenses (including indicative costs) that you will require Farm Africa to pay directly.
  • Copies of all relevant Curriculum Vitae (CVs). Only CVs for the specific individuals that will form the proposed evaluation team should be included;
  • A sample of a baseline or evaluation report for a similar project completed within the last 24 months (this will be treated as confidential and only used for the purposes of quality assurance);
  • Contact details for two references (including one from your last client/employer).
  • Tax clearance certificate
