About US:

Strømme Foundation (SF) is a Norwegian Non-Governmental Organization (NGO) which facilitates humanitarian and development work for needy communities in the third world countries for greater equality and quality of life with dignity. SF does not directly implement such development activities but collaborates with and enables indigenous registered NGOs or CBOs to carry out such activities. Main areas of concentration are in the fields of Education, Livelihoods and Building strong civil society.

 

The Regional Office of SF in Kampala is an extension of the Head Office in Norway and was set up to coordinate the work of the SF partner NGOs in the countries of Uganda, Kenya, Tanzania, and South Sudan and also provides necessary services, information, etc to its Head Office in Kristiansand, Norway.

 

Job Summary:  The Education Specialist – Rising Project will provide strategic leadership in the implementation of a 4-year project- “RISING”: Reaching and Enrolling Out of School Children Including Refugee Boys and Girls in Schools in Uganda, funded by Educate A Child (EAC). The project will be implemented by Stromme Foundation and Plan International Uganda. This position will oversee the project intervention areas/ districts of ObongiandYumbe.

 

The Education Specialist,  will be fully responsible for timely, efficient, and gender-responsive implementation of all the project activities including: 1) Strengthening district, school level, and community structures to collaborate, network, and implement project activities aimed at improving enrollment, attendance, re-entry and retention of children, especially girls; 2) Improving quality of education delivery and learning environments; and 3) strengthening gender awareness and accountability of communities and school-based structures in targeted primary schools.

 

Key Duties and Responsibilities: 

Program delivery

  • Defines and updates clear project work plans for each district/location regularly to reflect a changing environment.
  • Understands the project management cycle and utilizes tools (including detailed implementation plans) effectively to implement and achieve project results, and comply with donor requirements, government, and partnership agreements.
  • Achieves project results, and monitors appropriate benchmarks, targets and performance indicators.
  • Coordinates technical inputs on Education, WASH, child protection in emergency and gender to support a high quality of implementation ensuring that programmatic strategies are of high quality, based on best practices and in line with donor standards.
  • Articulate changes in project activities (if any) clearly and produce clear documents justifying changes, analysis of change impact, and budget impact.
  • Systematically review risks and challenges to quality implementation and compliance and develop clear and timely mitigation strategies including resources required.
  • Develop and implement a clear plan to strengthen program and compliance quality in the project delivery.
  • Write well-documented, accurate, and quality narrative reports in line with donor reporting requirements.
  • Create an efficient knowledge management system/approach that helps learning, sharing, scaling up, and innovation.
  • Participate and provide valuable input into the technical network meetings.
  • Support the Business development and communications unit and the Regional Education Manager in developing proposals that may facilitate the continuity of the project.
  • Promote full integration of the project with other initiatives implemented in the same location in close coordination with the Moyo field office Programme Officer.

Communication and Working Relationships

  • Engages and effectively represent Stromme Foundation in strategic partnerships with relevant NGOs (local and international), National and district local government entities /stakeholders as appropriate, to maximize use of our resources and emergency program impact and ensure alignment and strong partnerships so that co-funding requirements and targets are met.
  • Ensure a collaborative and strong relationship is developed with Plan International Uganda, including structured regular meetings to share processes, lessons learnt and challenges.
  • Participate in Internal team and consortium planning meetings to provide direction and guidance.

Advocacy, Influencing, and Visibility

  • Represent Stromme Foundation at the district level, to implement the advocacy activities as stated in the project.
  • Support with technical documentation of evidence from the project and write stories of change when r
  • Ensure close technical and operational collaboration and coordination with Government Agencies & Education, Emergencies, Gender and WASH Networks in the refugee settlements and host communities of Yumbe and Moyo districts.
  • Ensure that the project is fully aligned with the Advocacy Strategy and the SDG influencing plan.

 



Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in an interdisciplinary area such as Education, Development Studies, or equivalent.
  • Experience with Educate A Child (EAC) is considered a strong asset
  • Strong M&E training and working experience is an added advantage.
  • At least five to six years of demonstrated experience in managing Primary Education programs in Emergency and Development contexts.
  • Proven leadership, inter-personal and cross-cultural skills, and ability to build and work with multi-disciplinary teams.
  • Demonstrated experience working collaboratively managing consortium projects with skills in effective partnership management.
  • Strong understanding of gender responsive programming and meaningful child participation in programs
  • Conversant with national and decentralized education service delivery systems, structures, operations, and networks
  • Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes
  • Ability to work independently and as a team player who demonstrates leadership.
  • Excellent written and oral communication skills, including presentation and public speaking.
  • Strong analytical and problem-solving skills, good negotiation and influencing skills.
  • Excellent organizational skills and the ability to multitask while working on projects with varying activities, objectives, and deliverables.
