Job Summary:  The Program Coordinator leads our field operations for the specific program, responsible for the achievement of all short-term and long-term IMPACT (Informed, Measured, Partnered, Adapted, Client-Centered, and Transformative) KPIs and objectives. She/he is responsible for supporting and coordinating timely and high-quality program implementation, with a specific focus in ensuring effective functionality of all the support functions of the program. He/she supports the operational teams, ensuring that the Kampala office is kept abreast of issues regarding adherence to agreed work plans and reporting schedules as well as full compliance to the organisation’s policies in the areas of Finance, HR, Supply Chain, Security and ICT. You will provide administrative oversight over all program staff, ensuring that Field Operations Managers and the Country Coordinator of Programs are kept abreast of issues pertaining to day to day program implementation and client responsiveness. And, ensuring that Global Alliance for the Advancement of Refugees and migrants is effectively represented in all events, as well as oversee day to day management of staff safety and security during all phases of operations.

 

Key Duties and Responsibilities: 

  • Will together with Field Operations Managers, develop focused operational plan to support the program activities and growth. Support the Senior Management Team’s efforts to develop and report on strategic initiatives, including the Country Strategy Action Plan (SAP), by facilitating workshops, writing internal reports on progress, and collecting information and feedback from staff.
  • Work in close collaboration with Field Operations Managers and finance, review the operations master budget, to include key operational activities and assets within donor requirements. Support program staff to know and understand our organisation’s field and HR policies including our Standards for professional conduct.
  • Represents the organisation’s efforts to improve program quality and learning at key national forums and supports Sector Leads in sector-specific engagements at national forums on an as needed basis.
  • Initiate, document and address breaches of policy and disciplinary issues in coordination with the HR Coordinator in a professional manner and in line with the letter and spirit of the relevant policy.
  • Ensure that program implementation is in accordance with the IMPACT standards aimed at ensuring that all Organisation’s programs are Informed, Measured, Partnered, Adapted, Client-Centered, and Transformative. The IMPACT Standards can be thought of as an approach applied by Global Alliance for the Advancement of Refugees and Migrants to implementing the core humanitarian standards.
  • Supervise all staff in performing their duties efficiently and in a timely manner. Provide backstopping budgeting, grant management, and supervisory support to program that is aligned to program quality and research
  • Monitor the achievement against staff performance management. Oversee day-to-day implementation of assigned program, providing constructive supervision to the program staff to implement, monitor, and evaluate work plans as agreed with the country Coordinator of Programs and technical staff.
  • Oversee spending and targets set in project tools, including work plans, spending plans, and procurement plans, ensuring collaboration and coordination with finance, supply chain, human resources and IT departments
  • Chair the monthly review meetings with the field staff to address any over/under expenditure issues through jointly developed corrective plans.
  • Support integration across programs, facilitating regular coordination meetings and promoting active collaboration across sectors.
  • Work closely with Field operations Managers, to implement our client responsiveness initiative. You act as the focal person at field site for managing Global Alliance for the Advancement of Refugees and migrants’ client feedback register. Actively participate in grant meetings, sharing support needs with the operations and program teams in our head office in Kampala.
  • In close collaboration with technical teams, offer support in proposal development efforts, including assessments, program design, and budgeting. Ensure key support needs are budgeted for in new proposals and contribute to and review budgets to ensure that they are reasonable and sufficient to cover operational needs. Review appropriate M&E activities carried out regularly by programs and operations staff in all sectors (data collection & analysis, monitoring of progress against established work plans).
  • In close collaboration with the M&E Lead, initiate the process of identifying gaps in M&E systems and make recommendations for improvements. Monitor that all project activities are consistent with established best practices and the organisation’s program framework principles.
  • Monitor all staff and ensure proper understanding of organisation‘s security regulations. Document and address breaches of policy and disciplinary issues in coordination with the Country Coordinator, programs and, Legal and Compliance Head. Monitor the security situation, attend security meetings and inform the Country Coordinator, programs and, Legal and Compliance Head where appropriate, of developments through submission of accurate weekly and where needed ad-hoc security and incident reports.
  • Keenly monitor all staff and ensure proper understanding of organisation‘s security regulations. Document and address breaches of policy and disciplinary issues in coordination with the Country Coordinator, programs and, Legal and Compliance Head. Monitor the security situation, attend security meetings and inform the Country Coordinator, programs and, Legal and Compliance Head where appropriate, of developments through submission of accurate weekly and where needed ad-hoc security and incident reports.
  • Represent the organisation with District Local Government (administrative, sectoral and security officials), non-state actors, beneficiaries, communities, UN agencies, NGOs, and donors at site level. Engage and or delegate to program staff for sector representation as appropriate.
  • Upon request by Kampala office, organize and facilitate field visits for stakeholders interested in the organisation’s response. Coordinate field activities with relevant officials and other humanitarian agencies. Develop regular reports to keep partners and stakeholders informed of our activities.
  • Serve as one of the Strategy Assembly members by actively participating in any HQ-led meetings and discussions and disseminating to the country program. Continue to act as one of the lead Gender Equality (GE) Champions, working closely with the Kampala office and other organisation’s GE champions.




Qualifications, Skills and Experience:

  • The ideal candidate for the Program Coordinator role should hold a Degree in Development Studies, Sociology, International Relations, Social Sciences, Development Economics, Organisational psychology, Community Based rehabilitation, or Social Sciences related field (Master’s degree preferred).
  • Prior experience working with humanitarian organisations in conflict and or refugee settings. Experiences focusing on program quality in the humanitarian or development sectors, with increasing levels of seniority.
  • Familiarity with project management processes, a MUST. Candidates should be able to demonstrate experience in program quality management.
  • Resilient and able to handle multiple challenges and move them ahead at the same time Experience with fundraising, communications, diplomacy and working with humanitarian and development donors.
  • Excellent leadership, communication, problem solving and facilitation, interpersonal, coordination and networking skills
  • Strong data interpretation, report writing, and presentation skills – background in research, statistics, or M&E preferred Team player, target oriented, flexible, self-driven and good cultural understanding with ability to work under minimum supervision.
  • Ability to work and be flexible under difficult circumstances in a stressful environment. Highly motivated self-starter with the ability to handle aggressive deadlines
