The Company has undertaken to be the Distributer of JMS in the Greater Masaka region, involved in storage and sale of products, including pharmaceuticals, medical and surgical sundries, equipment and instrument as well as laboratory supplies. Therefore MDMSL distributes pharmaceutical supplies exclusively from JMS assured of their quality, safety and availability at all times to her consumers. MDMSL supplies these products to Government health facilities, PNFPs, Private for Profit health facilities, NGOs and well as pharmacies and drug shops within Greater Masaka.

 

Job Summary:  The Monitoring and Evaluation Manager will be responsible for monitoring, evaluation, and reporting activities under the award. S/he will lead the development and management of the Project’s Performance Monitoring Plan (PMP) as well as develops and maintains systems to collect and analyze information on inputs, outputs, outcomes, and impact of the program at regional and district level. S/he will conduct supportive supervisory visits to project staff to observe, monitor, provide guidance and quality feedback on the use of data and indicators, and analyzes weekly, monthly and quarterly data and support training of project staff in quality assurance methods.

 

Key Duties and Responsibilities: 

  • Overseeing development and implementation of systematic monitoring and evaluation system for the seven districts under the program that captures quantitative and qualitative data to report on program indicators, to facilitate monitoring of program progress, assessing impact and identifying lessons to improve program quality.
  • Allocation of targets to district project teams for guided implementation
  • Designing the methodology for and organize program evaluations including baseline assessments, midterm and end of term, in collaboration with ICYD M&E Team.
  • Leading field tests of the M&E system and coordinate data quality assessments to ensure its effectiveness and subsequent revisions through ongoing program implementation.
  • Conducting regular field trips to all districts to ensure the integrity of the data collection process.
  • Holding regular meetings with data officers from each district to verify data collection procedures, share data, identify and resolve data collection errors.
  • Leading the process to develop relevant databases for the project and ensure all District Data Officer have the tools and capacity necessary to roll out the databases at their offices.
  • Assisting in giving guidance to data capture staff on appropriate templates for use and data collection exercises and ensure proper training of project staff in data management
  • Overseeing gathering of M&E information required for donor reporting.
  • Ensuring inclusion of M&E data, particularly progress on key indicators, into narrative reports; review narrative reports to ensure accuracy of data presented; provide timely written feedback to all partners on their narrative report submissions
  • Consolidating performance monitoring information prepared by each district data officer into a unified program report for each reporting period, supported with comprehensive analysis of the submitted data/reports.
  • Leading the documentation and reporting of assessments, lessons learnt and best practices for dissemination to interested parties.
  • Supervise and mentor other M&E staff to carry out their responsibilities, especially where it concerns developing appropriate action plans to move M&E agenda forward in coordination with Programmers and Finance & Operations officer.
  • Communicating and disseminating information on OVC-ICYD standards, policies, practices, and indicators; coordinate with data officers
  • Contributing to monthly and quarterly reports to donor.




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Statistics or Quantitative Economics
  • At least four years of experience in supporting USAID OVC or similar programming
  • Experience with SMI, UDOTS, DHIS2, OVCMIS
  • Competence in Microsoft office computer applications; word, excel, PowerPoint.
  • Experience using analytical programs including SPSS, Stata,
