The Uganda Bureau of Statistics (UBOS) is a semi-autonomous body established by the Uganda Bureau of Statistics Act, 1998, to promote the production of reliable official statistics and ensure the development and maintenance of the National Statistical System (NSS). The mandate of the Bureau is the production, coordination and dissemination of official statistics.

 

Job Summary:  The Director Population & Social Statistics will provide management and professional stewardships in the development, production and dissemination of Population & Social Statistics covering Demography and Social, as well as Social Surveys and Censuses, among others, in the entire National Statistics system in accordance with the Bureau’s strategic plan.

 

Key Duties and Responsibilities: 

  • Be part of the Executive Committee of the Bureau and provide stewardship in the production of Population and Social Statistics within the Bureau and entire NSS.
  • Provide professional guidance to the respective Heads of Departments in the Directorate of Population and Social Statistics:
  • (i)in the development, production and dissemination of population and social Statistics namely Demography, Gender and Disability, Education, Health, Culture, Crime, Labour, Poverty and Inequality , among others in a timely manner;
  • (ii)on matters relating to the conduct of social censuses and surveys required to support the production of statistical indicators mentioned in (2(i)) above;
  • (iii) through planning, setting scorecard performance objectives, conducting appraisals, capacity building and mentorship to enable staff become competent to deliver results.
  • Regularly document the updates in methods, practices and guidance notes of all economic indicators generated, including changes that would have resulted from the general revisions of demographic and social indicators.
  • Identify data gaps and develop technical proposals with clear guidelines for bridging those gaps, as well as production of new population and social indicators for measuring and reporting developmental results and impact.
  • Produce quarterly and annual progress reports on economic statistics in line with the Strategic Plan for Statistics (SPSIII) for the Bureau, Plan for National Statistical Development (PNSDIII), National Development Plan (NDPIII), Sustainable Development Goals (SDGs) and other national policies and guidelines.
  • Prepare and implement the Directorate’s Budget consistent with the approved Work Plan, Procurement Plan and Training Plan in accordance with the Bureau’s strategic objectives.
  • Manage the Directorate’s financial and human resources, as well as addressing matters raised by the Directorate of Internal Audit and Department of Risk and Compliance Management in a timely manner.




Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree in Statistics, Population Studies or Demography from a recognised University;
  • A Bachelor’s Degree with Honours in Statistics, Statistics and Economics, Population Studies, Demography or Quantitative Economics from recognised University;
  • Possession of a PhD in relevant discipline will be a strong added advantage;
  • Post graduate training in Public Administration and Management, Project Planning and Management, Monitoring and Evaluation or Information Technology will also be an added advantage.
  • Membership to at least one Statistical Professional body.
  • A minimum of 13 years working experience in a national statistical office, with at least 8 years at a Senior Officer level , of which two or more as Head of Department in a field of population and social statistics.
  • Demonstrable skills in developing new approaches of data generation processes and documentation of the statistical procedures in the area of population and social statistics.
  • Working knowledge of statistical analysis packages and MS Office software, as well as practical hands-on experience in managing large scale social censuses and surveys
  • Solid knowledge about demography and social data information sources across government and non-government systems.
  • Strong skills of managing and motivating a big team of diverse background and culture to achieve a common purpose.
  • Excellent interpersonal, people management, presentation, team- building and problem-solving skills.
  • Impeccable record of integrity with a pro-active attitude and ability to work with, motivate and stimulate junior colleagues.
  • Good judgment, creativity, high sense of responsibility, tactful, ability to plan, organize and measure outcomes of interventions, as well as ability work under minimum supervision.
  • Strong analytical and excellent communication, advocacy and negotiation skills.
  • Results and customer-oriented.
