Job Summary:  Within the above-mentioned context, and under the supervision of
the Head of Livelihoods and Asset Creation Unit, the incumbent will support WFP
Uganda livelihoods initiatives. Based in Kampala with frequent field visits to
the refugee hosting districts and Karamoja regions, the incumbent will be
responsible for overseeing the livelihoods programming and implementation,
providing support to programme activities directly implemented by WFP as well
as the support provided to national and subnational governmental entities to
strengthen systems. More specifically, the officer will support policy dialogue
and capacity strengthening activities to strengthen the government of Uganda
Labour Intensive Public Works programmes, to effectively meet the livelihood
needs of refugees and host communities, as well as Karamoja population.

 

Key Duties and Responsibilities:  

·       Oversee project implementation and provide
tailored field support

·       Provide technical advice and support to Area
Offices and Field Offices on the WFP Livelihood and Asset Creation programming
and design; including on targeted population, geographical coverage, resilience
building, budgeting, planning, monitoring, and evaluation

·       Contribute to integrating programming including
promotion of linkages between Assets Creation, Social Protection, Agriculture
Market Support, School Feeding, Nutrition, etc

·       Support the WFP programme unit and CBT Focal
Point to ensure CBTs complement WFP and other partners’ livelihood programming;

·       Lead the engagements with Makerere University
to adapt and roll out the WFP Three-Pronged Approach (3PA).

·       Coordinate the 3PA region wide rollout plan
in consultation with relevant ministries, including MGLSD, OPM, etc.

·       Support identification of priorities and
delivery of capacity strengthening initiatives to National Social Protection
programmes such as Northern Uganda Social Fund (NUSAF) and Development Response
to Displacement Impact Project (DRDIP) towards community -lead and
nutrition-sensitive Labour-Intensive Public Works.

·       Manage, monitor and assess the implementation
of effective Asset Creation Activities

·       Propose modifications or corrective actions
when needed.

·       Support development and delivery of ambitious
learning agenda to improve internal learning and external evidence-based
advocacy on the role of asset creation to build resilience to shocks.

·       Support integrated resource management for
asset creation and livelihoods activities.

 


Qualifications, Skills and Experience:

·       The ideal candidate for the United Nations
World Food Programme (WFP)  Policy Officer (Asset Creation) job vacancy
must hold an advanced degree in any of the following areas obtained from a
recognised education institution: Business Management, Computer Science,
Telecommunications Engineering, Social Sciences or any related area;

·       At least five (5) years of post-graduate
professional experience in design and implementation of humanitarian and
development assistance delivery mechanism at community and national level;

·       Knowledge of natural-resources based
livelihoods strategies, approaches and methodologies;

·       Knowledge of effective approaches to promote
income generating activities across vulnerable populations in development and
humanitarian contexts;

·       Proven experience in working with government entities
to strengthen their capacity and provide technical assistance.

 

Desired

·       Experience managing asset creation and
livelihoods programmes

·       Experience sourcing, managing and
coordinating technical assistance

·       Experience in providing input into policy discussions
and decisions

affect food assistance problems and programmes throughout the lifecycle to
inform quality programme design or re-design.

Demonstrates ability to analyse and consolidate quantitative and
qualitative information from different sources (e.g., market studies) to inform
transfer modality selection and programme development.

·       Broad
Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): 
Demonstrates the ability to interpret basic
data in the context of WFP specialised fields to contribute to technical
programme design, implementation and monitoring.

·       Emergency
Programming: 
Displays
capacity to provide inputs into the development, implementation and realignment
of high quality emergency programmes.

·       Strategic
Policy Engagement w/ Government: 
Develops thorough recommendations using multiple inputs (e.g., government
counsel, research, own experience) to strengthen national or subnational
entities and government owned food and nutrition security programmes.
