About US:

The Financial
Intelligence Authority (FIA), is a government agency established by the
Parliament of Uganda to monitor, investigate, and prevent money laundering in
the country. It is also responsible for the enforcement of Uganda’s anti-money
laundering laws and the monitoring of all financial transactions inside the
country’s borders.

 

Job Summary:  The Planning and Budgeting Officer will provide
planning and budgeting support to the Authority.

 

Key Duties and Responsibilities:  

·       
Preparing
the recurrent and development budget of the Authority.

·       
Preparing
the Budget Framework Paper (BFP).

·       
Preparing
the Ministerial Policy Statement (MPS).

·       
Coordinate
and participate in the preparation of the quarterly work plans.

·       
Prepare
quarterly performance reports (one for MOFPED, using OBT and other for the
Board).

·       
Coordinate
and participate in the preparation of the Annual Reports.

·       
Participate
in monitoring the implementation of the Strategic Plan of the Authority.

·       
Participate
in developing and reviewing policies which affect the Authority.

·       
Collect,
analyze and compile data in support of the planning function.

·       
Conduct
the analysis of national and program-based policies & plans and prepare
briefs for attention of senior officers of the Authority.

·       
Perform
any other duties as assigned by senior officers of the Authority.

 

Key Outputs

·       
Strategic
Plan of the Authority developed, consistent with the National Development
Planning Framework.

·       
Authority
Budget Framework paper for each Financial Year prepared.

·       
Ministerial
Policy Statement for the Authority prepared timely.

·       
Annual
Report of the Authority prepared.

·       
Quarterly
Performance Reports prepared.

·       
Development
projects profiles updated for existing projects and initiated for the new
projects.

 


Qualifications, Skills and Experience:

·       
The
ideal candidate for the Financial Intelligence Authority (FIA) job placement
should hold an Honours Bachelor’s Degree in Economics, Statistics, Finance or
Business Studies from a recognized University.

·       
Postgraduate
studies in budgeting, planning, public finance or related fields are required
and an in-depth knowledge of the public financial management systems and
budgeting cycles.

·       
Masters’
Degree in any of the above fields, from a recognized University is an added
advantage.

·       
At least
three years of relevant work experience in the planning and budgeting
department of a public or private organization.

·       
Hands-on
experience using planning and budgeting tools like Output Budgeting Tool (OBT)
and Program Budgeting Tool (PBS) is a plus.

·       
Excellent
working knowledge of spreadsheets and in particular, Microsoft Excel.
