implemented in partnership with TASO and aims to support the implementation of
Uganda’s Response to the HIV/AIDS and Tuberculosis.

 

Job Summary:
The internal audit function is aimed at providing independent oversight on the quality
of financial and operational functions of UDHA The role involves designing
Audit procedures and ensuring implementation of those procedures with the aim
of minimizing risks and safeguarding resources as well as ensuring financial
systems comply with institutional procedures and terms of the grant.

 

Key Duties and Responsibilities:  

·       Draft audit work plans and programs; in
preparation for audits that span all UDHA business processes.

·       Conduct financial, regulatory, operational
reviews and compliance testing of policies and procedures to establish
reliability and integrity of financial and operating information.

·       Analyse risks in relation to each process
reviewed and test the effectiveness of the control design and whether the
controls are operating effectively.

·       Make recommendations on the systems,
processes, operations and procedures reviewed; follow up agreed actions with
management.

·       Conduct regular follow up of all open
internal and external audit findings to ensure implementation by UDHA
management.

·       Conduct value for money audits both at the
UDHA HQ office and field sites. Provide recommendations on how economy,
effectiveness and efficiency can be improved for better use of resources.

·       Assess management’s appetite for compliance
with donor contracts / agreements; and the impact on UDHA policies and
procedures.

·       Work with the management team and Compliance
Officer to incorporate capacity building for staff in audit processes when gaps
in compliance are identified.

·       Investigate occurrences of indiscipline,
fraud, embezzlement, waste and bring such occurrences to the attention of the
Audit Committee.

·       Prepare and submit timely Internal Audit
reports to the Audit Committee highlighting work done, findings and relevant
recommendations.

·       Prepare and retain comprehensive audit
working papers for all key audit and compliance processes.

 


Qualifications, Skills and Experience:

·       The applicant must hold a Bachelor’s Degree
in Commerce, Finance, Business Administration or its equivalent.

·       Part qualification level 3 CPA or Possession
of full professional certification relevant to the job including Certified
Internal Auditor (CIA) or Accountant Chartered (CA/ACA/ACCA) or  Certified Public Accountant (CPA) and
Certified Information Systems Auditor (CISA)

·       At least four years of post-qualification experience
in internal auditing or external Auditing in a reputable organisation.

·       Must demonstrate/manifest adequate Internal
Audit capability for carrying out internal audit assignments within specified
timeframe.

·       Previous audit experience working with an NGO
will be an advantage.

·       Special Knowledge: Auditing principles and
Donor accountability requirements

·       Competency in Results Based Performance

·       Demonstrated ability to work with minimum
supervision

·       Excellent analytical skills with attention to
detail

·       High integrity and confidentiality

·       Excellent interpersonal and communication
skills

·       Logical thinking

·       Organization awareness and commitment.

·       Excellent Computer literacy with advanced
skills in the use of MS Office tools

·       Other Qualities/Attributes: Quick judgment,
Strong interpersonal and communication skills, Observation qualities, Integrity
and Assertiveness, Interviewing skills, Investigative skills and Report writing
skill
