About US:

Enabel, Belgian
development agency, together with different Government Ministries, are
implementing the bilateral Co-operation between Uganda & Belgium.

 

Job Summary:  Enabel in Uganda is seeking to recruit a pool
of Accountants fit to fill in positions with the different projects. Experience
sought is mainly in Accounting and Grants.

 

Key Duties and Responsibilities:  

As Grants Officer

·       
Thoroughly
study the Enabel grants guidelines and procedures;

·       
Provide
support in the review of budgets/concepts/proposals for different calls. –
Provide technical input in the formulation of Grants

·       
Grant
guidelines; Take the leading role in training the Grant beneficiary and its
selective partners in all Grant Management and Grant financial accountability
principles along the Enabel Grant guidelines;

·       
Develop
Grant accountability check lists for the Grant beneficiary and its selective
partners;

·       
Verify
the financial accountability submissions by the Grant beneficiary on its
correctness and completion; Verify the Grant beneficiary financial
replenishment requests and ensure the timely remittance of funds to the
beneficiary;

·       
Advise
your superiors and the Intervention Manager on the financial : – performance as
well as bottlenecks of all Grants issued; Support Grantees during reporting
processes to ensure submission (accurate and complete) of timely reports
(Financial and Narrative) by Grantees including verification, review and
quality checks of Financial reports; Review quarterly (financial and technical)
reports from Grantees within the specified period using the approved Financial
and Technical appraisal checklist; Follow up on budget change and &
requests from the grantee,

·       
Identify
capacity building needs of partners on Financial Management, Accounting,
Procurement and Asset Management as well as Financial Reporting;

As Finance Officer:

·       
Ensure
all approved invoices from external parties (contractors, suppliers…)

·       
are paid
in time using the most appropriate transfer methods; Follow-up on all project
financial transactions, maintain cash, bank and mobile money accounts as well
as ensure monthly bank account reconciliations; Ensure liquidation of any
internal advances and update advances outstanding by the end of each month and
report accordingly to the Financial Controller;

·       
Follow
up the advances and balances of suppliers accounts;

·       
Check
all technical aspects of the accounting system in reference to available
technical sheets on dedicated repositories:

·       
Prepare
Monthly staff payrolls for bank transfers at the end of each month;

As Accountant:

·       
Ensure
Accounting codes and budget lines are correct;

·       
Ensure
quality and completeness and justification and supporting accounting documents
for all expenses following the set guidelines;

·       
Record
all Project expenses properly in the appropriate financial Management systems
following the set guidelines; Produce monthly accounting statements for
checking and control by the Financial Controller;

·       
Keep
track of accounting data by putting reference on the specific documents on a
monthly basis. Follow up on VAT and other mandatory tax issues

As Budget Support:

·       
Provide
all necessary accounting data and information to the Financial Controller and
the intervention Manager for them to be able to follow-upon Execution,
budgeting and planning;

As Reporter:

·       
Prepare
and generate monthly financial reports; Be responsible for transparent and
consistent filing of all Finance, Banking and cash management documents.

 


Qualifications, Skills and Experience:

·       
The
applicant must hold a Bachelor’s degree in Finance and Accounting, Business
Administration, Commerce

·       
Qualified
and or under taking anyone of the professional accounting courses e.g. CPA,
ACCA

·       
At least
five years of professional experience in Finance and Accounting, budget support
/ Grant management;

·       
Additional
Training in Financial Management Procedures is of an added advantage;

·       
Strong
experience in financial reporting and financial analysis;

·       
Knowledge
of operational issues with Grant funding and its financial accountability
issues are compulsory:

·       
Proven
ability to work under tight deadlines (and deliver financial reports) on time;

·       
Excellent
computer skills (Word, Excel, etc.);

·       
Highly
conversant with a Financial Management software:

·       
Strong
analytical mind and goal oriented work attitude

 

Salary Package:
Enabel will offer a monthly gross salary package of between UGX 4.3M-4.8M,
Medical insurance and a 13th Month package paid in December. Salary is
accordance to the years of experience.
