The potential
candidate must have served in a very busy and recognised Microfinance
Institution with experience of not less than 5 Years in credit management.

 

Job Summary:  The Loan Supervisor will supervise the credit
operations of the branch, assist the branch head in general administration of
the branch and to ensure appropriate appraisal, screening of loans,
disbursement, recovery and follow up the loans through daily and periodical
monitoring.

 

Key Duties and Responsibilities Outputs Expected

The Loan Supervisor
will ensure that:

·       
Growth
in portfolio volume and quality as per Hofokam growth objectives achieved.

·       
Loan
portfolio quality above 30 days at less than 3 % per month maintained.

·       
Compliance
with all Hofokam operational policies and procedures by staff under
supervision.

·       
High
loan processing speed and quick feedback to customers, accuracy and good
customer care observed

·       
Organized
loan filing system, and safety of securities observed and the securities
Register updated all the time.

·       
Average
case load of 450 million Ug. Shillings per loan officer achieved.

·       
Wider
area outreach achieved and more clients mobilized.

·       
Finance
literacy awareness to clients and staff improved.

·       
Kiva
fundraising requirements met by all Loan officers

·       
Staff
trained in the entire Loan credit management cycle

·       
Staff
Performance appraisals initiated quarterly and follow up done on time.

·       
Staff
motivation, support supervision, monitoring and discipline management as per
the HR Policy done.

 

Key Result Areas

·       
Mobilize
and sensitize potential clients in order to increase clients and realize
Hofokam growth plans as per the annual operating plan in line with Loan Manual.

·       
Inspect,
appraise and assess the credit risk of individual and group clients in order to
establish their repayment capacity and make recommendations to the Branch Head
in line with Hofokam credit manual.

·       
By use
of a check list, review and assess all new applications for loans &
recurrent credits, assess completeness of loan documentation, and any other
necessary conditions before forwarding them to the Branch Loan Committee and
Head Office committee for approval.

·       
Train,
guide, mentor and appraise Loan Officers, Administrative Assistants both newly
appointed and existing one in order to ensure that they are knowledgeable and
competent in carrying out their duties according to Hofokam operating policies.

·       
Initiate
the process of staff appraisal by tasking the officers to fill the staff
appraisal forms for the appraisal process to proceed.

·       
Spear
head the Loan Recovery and review the performance of all loans approved by the
Branch & Head Office Loan Committee, make follow-ups on all those that are
not performing and take remedial action according to the Hofokam loan manual.

·       
Give
maximum attention to Kiva fundraising requirements and ensure all loans files
that fall with kiva domain are examined to ensure Kiva fundraising requirements
are complied with.

·       
Conduct
and chair loan recovery committee meetings weekly, review and identify
problematic loans that require services of court auctioneer/taking legal action
and provide recommendations to Hofokam management for further action.

·       
Compile,
submit and monitor the progress of loan recoveries handed over to the court
auctioneers and provide monthly progress reports to the Branch Head as per
Hofokam delinquency management and reporting guidelines.

·       
Report
any suspected fraud and embezzlement of funds by staff to Branch Head and the
Managing Director as soon as it is detected.

·       
Carry
out regular communication meetings with staff under your jurisdiction with an
aim of understanding their problems at work and update the branch head,
departmental head, Head of Human Resources and the Managing Director if the
issues raised require top management interventions.

 


Qualifications, Skills and Experience:

 Personal specifications:

·       
The
position of a Loan Supervisor is a senior position which requires a staff with
hands on experience of not less than 4 years in credit management

·       
A
minimum of a first degree in Commerce, Bachelor of Business Administration,
B(Stat), BA (Dev. Stud), B(Educ), BA(SS), Bachelor Degree in Agriculture or the
equivalent.

·       
Age:   The
applicant should be between 30 to 40 years.

 

Personal attributes /competencies:

·       
Well
versed with credit management policies and procedures.

·       
Personal
Integrity.

·       
ICT
skills in Microsoft word, excel, and power point

·       
Interpersonal
Relationship skills.

·       
Ability
to work under pressure, incorruptible, honesty, dependable trust worthy and a
person of high integrity.

·       
Ability
to ride motorcycle and possession of the valid driving/riding permit as per the
Republic of Uganda’s traffic Laws

 

Salary: The salary
to be paid is negotiable but attractive and commensurate with the
qualification, skills and experience.
