About US:

The Warehouse
Receipt System was established in Uganda in 2006 by the Ministry of Trade,
Industry and Cooperatives. It is governed and regulated through the Warehouse
Receipt System Act of 2006 (WRS Act, 2006) and regulations there of 2007.
Section 3 of the WRS Act, 2006 provides for the establishment of the Uganda
Warehouse Receipt System Authority, whereas sec. 7 establishes the Board of
Directors of the Authority. It is defined as a system where Commodities can be
used as security/collateral for financing (Inventory Credit). The issuer of the
Warehouse Receipt will certify the deposit of commodities, hold the commodity
in safe custody until the depositor or a new ascertained buyer claims the
goods. This is possible where commodities are deposited in regularly inspected,
certified, licensed and regulated storage facilities.

 

Job Summary:  The Statistician will mainly review budgets.
analysis of strategic plan, policy documents and provide guidance on budgets
and work plans.

 

Key Duties and Responsibilities:  

·       
Analyse
the Authority programmes, policies for accuracy and consistency with the
National Goals and policy framework

·       
Analyse
strategic plan options to guide the Authority in deciding investment priorities
and resource allocation

·       
Prepare
and submit economic reports

·       
Formulate
and facilitate the implementation of the recurrent and development budgets of
the Authority

·       
Review
Workplans and documentation

·       
Coordinate.
provide technical guidance and support in planning activities and budget
preparations to the various departments of the Authority

·       
Research
and Draft policy options and concept papers for consideration by the Board of
Directors

·       
Establish,
develop. review and maintain an appropriate system! framework.-‘tools suitable
for data collection, monitoring and evaluation of the Authority’s projects and
programmes

·       
Monitor
and evaluate the Authority’s programmes/policies to inform the policy decision
making process and enhance implementation

·       
Participate
in the preparation of the Budget Framework paper and Ministerial Statements

·       
Monitor
Budget performance of the Authority

·       
Spearhead
the review of Strategic Plans

·       
Perform
any other duties as may be assigned from time to time by the Planner manager
Policy & Planning)

 


Qualifications, Skills and Experience:

·       
The
ideal candidate for the Uganda Warehouse Receipt System Authority (UWRSA)
Statistician job opportunity must hold an Honours Bachelor’s Degree in either
economics or statistics or Quantitative economics

·       
A
Masters Degree and post graduate diploma in a related filled will be an added
advantage

·       
At least
three years of relevant working experience served at the level of economist in
Government or equivalent level of experience from a reputable organization

·       
Technical
Good Interpersonal and communication. Computer skills.

·       
Well—developed
skills in economics and project planning and Management.

·       
Understanding
of government planning and budgeting processes

·       
Has a
good grasp of government policies

·
