Job Summary: The Project Manager, Food Security and
Livelihoods will provide strategic and
operational leadership to develop and implement a successful programme in line
with URCS country strategy 2021-2025. The PM will ensure adherence to overall
technical and programmatic quality in implementation, compliance with URCS and
GRC/donor rules, logistics and financial process/regulations. In addition,
timely submission of all deliverables to URCS and GRC, including annual work
plans, monitoring plans and regular project reports as required.
The PM works in
close coordination with German Red Cross (GRC) country team and URCS field
programme team, Finance, Human Resource and Supply Chain Management, senior
staff, as well as technical staff to ensure effective programmatic and
operational project implementation. The PM works as a lead role on all GRC/URCS
partnership projects in Uganda for planning, implementation, reporting, team
capacity building, developing various guidelines and SoPS, and stakeholder
coordination
Key Duties and Responsibilities:
- Lead in providing technical support to the programme, especially in
food security and livelihoods (FSL); - Provide leadership in developing and implementing timely, quality
quarterly and annual implementation plans and budgets; - Ensure Community Engagement and Accountability (CEA) in all
GRC/URCS’s ongoing projects; - Take the lead role on behalf of URCS for project management of all
GRC/URCS partnership projects; - Support project implementation, team communication and coordination
with various teams, URCS different departments and GRC country team; - Provide lead support for planning, monitoring and reporting required
as per URCS and donor reporting requirements; - Take the lead role for developing project implementation guidelines,
SoPs, concept notes and data tracking for the GRC/URCS project team; - Ensure project activities and outputs are implemented in a timely
manner; - Together with the M&E officer, be responsible for monitoring the
impact of ongoing GRC/URCS projects, and promoting learning through
documentation of best practices of projects and adjustment of activities
in response (adaptive management); - Actively support and follow-up to ensure that financial
tracking/reporting, procurement process, inventory record and distribution
requirements of materials and equipment are initiated on time and in
accordance with URCS procedures; - Lead the coordination, management and motivation of the program team
through ensuring that they have clear objectives and individual work plans
as part of performance management and give constructive feedback on their
performance; - Prepare, submit and disseminate quality annual, periodic reports
(both narrative and Financial) as per donor requirements and project
reporting time line; - In consultation with the Manager-Community Resilience, actively
represent URCS in field and national level external sector forums, networks,
coordination meetings and events as required; - Assist the URCS Disaster Risk Management Department in the
identification of new project opportunities and emergency responses which
require URCS intervention; - Perform any other duties that might be assigned by the Line Manager.
Qualifications, Skills and Experience:
- The applicant for the Uganda Red Cross Society Project Manager, Food
Security and Livelihoods job must hold a Bachelor’s Degree in
Agriculture, Food Security, Natural Resource Management, or related field
from a reputable institution; - Post Graduate Degree in Agriculture, Food Security, Development
Management, Natural Resource Management or related field from a reputable institution is
preferred; - Training in humanitarian standards and approaches (including SPHERE,
Core Humanitarian Standards and cash based programming). - Three years of hands-on experience in Food Security and Livelihoods
Programming in Disaster Risk Management and Humanitarian Response; - Proven experience in the management of multi-donor funded projects;
- Good knowledge of food security, market assessment tools, WASH
programming and project management - Knowledge and experience of capacity building tools and techniques.
- Knowledge of SPHERE and Core Humanitarian Standards
- Knowledge of protection, gender and the livelihoods approaches in
relief and recovery; - Experience or familiarity with Red Cross/Red Crescent and
humanitarian sector values and principles. - High level of integrity;
- Pro-active in responding to changes in context and in communicating
with internal colleagues and external stakeholders - Strong skills in team/institutional capacity building, facilitation
and collaborative problem solving approaches; - Excellent diplomatic and relationship building skills;
- Very good interpersonal skills and cultural and politico-social
sensitivity is preferable; - Good organizational, administrative and logistical skills;
- Good leadership skills and ability to work on own initiative and to
solve problems; - Able to manage both HQ and field teams dispersed across multiple
locations - Innovative thinking and analytical ability;
- Strong demonstrated skills working with external partners and
bringing several stakeholders together for a common goal; - Working, at times, under tight deadlines;
- Proven ability to coach and mentor others to develop specific
knowledge and skills, with a positive attitude towards learning &
sharing; - Willingness and ability to work in emergency situations and under
pressure - Strong and proven communication and negotiation skills;
- Experience of public speaking and/or working with the media;
- Recognize and value differences in people; be ready to challenge
assumptions, beliefs or attitudes in self or others.
