Job Summary:  The Manager, Benefits and Services – Human
Capital is responsible for the delivery of end to end employee service
offerings, employee wellness as well as providing advise related to the scope
of offering including HC service. This position includes building effective
relationships with key customer stakeholders, supporting and driving the HC
service offerings, ensuring adherence to compliance and legislative requirements
and agreed SLA’s, ensuring efficient and quality service delivery in a timely
manner with a focus on client service. This role also includes providing a
supporting role to the HCBPsin the delivery of the HCSS operating model and
providing guidance to the HCSS Administrator.

 

The position is
responsible for managing and assisting with the mitigation of health and
wellness risks for employees in Stanbic by assisting with the development and
implementation of pro-active and cost-effective strategies, programmes and
services.

crafting programmes aimed at building the resilience of our employees, managing
risk and enabling productivity so that we can sustainably deliver results in
the markets in which we operate, while balancing the rights and requirements of
the individual and the organisation.

 

Key Duties and Responsibilities:  

Service Delivery
& Customer Relation

·       
Develop
and build trusted relationships with key stakeholders to ensure effective
delivery of Shared Services outputs to customers.

·       
Ensure
clients expectations are met in line with SSC service offering and agreed
SLA’s.

·       
Undertake
activities to identify possible improvements to Shared Services offerings to
meet customers’ needs and address their specific requirements.

HCSS Query Management
and Customer Interaction

·       
Ensure
quality assurance and query resolution on SBM on all queries logged by HCSS
Administrator.

·       
Act as
first line and/or query resolution contact consulting and query management
service which acts as a one stop shop for the resolution of queries.

·       
Ensure
the use of the appropriate channels and escalations paths in the effective
resolution of queries.

·       
Promote
tier 0 self-service support when addressing HC queries.

Data Management and
Quality Assurance

·       
Payroll
administration including payroll quality assurance.

·       
Annual
Reward Review assistance.

·       
Share
scheme Payroll administration and reconciliation.

·       
Assist
with adhoc requests, e.g. audit findings, tax audits, etc.

·       
Ensure
that maintained data complies with legislative reporting requirements.

·       
Adhere
to legislativecompliance requirements with regards to data privacy, data
retention, archiving and destruction of employee documentation over time.

·       
Ensure
quality assurance of documentation for accuracy and completeness, accompanied
by the relevant approvals and signatories.

·       
Ensure
the effective and efficient management of all documentation coming into the GHR
SSC (via fax, e-mail, courier, walk-ins).

Benefit
Administration

·       
Ensure
that all relevant documents are received, recorded, logged, tracked and filed
within the agreed SLA for benefit administrative purposes.

·       
Ensure
that all documentation is quality assured for accuracy and completeness, and
includes the relevant authorised signatures.

·       
Process
benefit claimspolicy changesbenefit information changes within the agreed
SLA.

·       
Liaise
with relevant benefit providers in the execution of benefit changesclaims.

Payroll Management
& Finance Responsibilities

Payroll

·       
Ensure
that the appropriate controls are in place to identify and manage risks
appropriately (for example, run data integrity reports to ensure accuracy in
processing)

·       
Review
and monitor deadlines and integrity of data on a continuous basis in order to
ensure accuracy and timeliness in processing of payroll data.

·       
Ensure
that the monthly payroll cut-off dates are met.

·       
Drive
the calendar timelines with relevant parties in ensuring timely processing of
payroll data.

·       
Ensure
that the monthly payroll results/reports are checked and that all discrepancies
are resolved before the final payroll run.

·       
Review
the Bank file for correctness.

·       
Engage
with the relevant stakeholder to ensure that all Bank file discrepancies are
timeously resolved

·       
Pro-actively
complete and submit Change Requests for any required change in remuneration or
legislation.

·       
Ensure
that the Change Requests are approved by the appropriate stakeholder and that
the change is communicated.

Payroll Finance

·       
Ensure
adherence to local legal requirements, company policy and industry practice as
it relates to payroll, for example with regards to tax payments, social
contributions and statutory reporting requirements that need to be met.

·       
Manage
the negative net process and ensure that all avenues are attempted in the
recovery of any monies due to the Bank.

·       
Reconcile
or ensure that the reconciliation of monthly and annual employee tax and
statutory deductions is timeously completed and quality assured for accuracy.

·       
Submit
or ensure that any monthly employee tax or statutory submission/reports are
completed and submitted in-line with legislative reporting requirements.

·       
Ensure
that the periodic tax reconciliation process is adhered to and completed
timeously and that staff are provided with a tax certificate (where
applicable), in line with legislative requirements.

·       
Reconcile
all payroll related third party payments and ensure that third parties are
accurately paid on time.

·       
Reconcile
and timeously submit any third party related outbound data file to the relevant
third party

·       
Reconcile
or ensure that all payroll related suspense accounts are reconciled and cleared
on a monthly basis.

·       
Ensure
that a record is kept of all reconciliations (both hard and electronic copy)
and that all reconciliations are filed and signed-off on a monthly basis by
senior management.

·       
Timeously
resolve any payroll related finance queries (including tax and statutory
deductions) from business/Finance/Third party provider/government
body/employee.

Projects and Change
Management

·       
Act as a
continuous Improvement Champion (drive a culture of innovation) and HCSS Change
management custodian.

·       
Support
the implementation of key HC projects impacting Shared Services.

·       
Participate
in project testing phases in driving implementation of key projects

·       
Provide
input, support and guidance where required.

·       
Ensure
prioritisation of key tasks in accordance with the change management agenda.

·       
Facilitate
the implementation of change with key stakeholders and teams by ensuring
continuous engagement and communication

General Duties

·       
Support
and assist during the Annual General Increase process.

·       
Co-ordinate
both internal and external audits and ensure requested information is provided
timeously

·       
Ensure
standard operating procedures are well documented, maintained and consistently
applied.

·       
Payroll
administration quality assurance and checking in line with the Human Capital
Shared Services governance model.

·       
Attend
relevant HCSS forums (Regional Meetings, HCSS SME Forums, etc.).

·       
Monitor
performance against Service Level Agreements by tracking work through SBM
(workflow tool).

·       
Highlight
and escalate any noncompliance matters to the Leadership.

·       
Manage
inbound and outbound communications with internal and external parties
concerning core HC transactional matters.

·       
Assisting
with adhoc requests, e.g. audit findings.

·       
Ensure
that data maintained complies with legislative reporting requirements.

·       
Support
in the delivery of the strategic goals for HC Shared Services.

 


Qualifications, Skills and Experience:

·       
The
ideal candidate for the Stanbic Bank Manager, Benefits and Services – Human
Capital job placement must have at least three to four years of related work
experience

·       
HR
generalist, HR transactional management and end to end Payroll administration
including reconciliations and accounting is critical. Ability to drive
operational excellence, influence others and make decisions.
