Job Summary:  The Beneficiary Accountability/Community
Engagement and Accountability (CEA) Officer will work closely with programme
teams to foster relationships with local organizations, CBOs, committees, and
the wider community, and ensure strong community engagement as part of the
response.  He/she should work in close
collaboration with all RC programmes being implemented in the community.

 

Key Duties and Responsibilities: 

  • Integrate CEA into National Society strategies, frameworks, policies
    and plans, setting out how CEA activities and approaches will be
    implemented.
  • Ensure programme staff and volunteers have a full understanding of
    the communities they are working with, including the community dynamics,
    culture and power relations between different groups;
  • Develop strong and open relationships with key community
    stakeholders and establish community committees or representatives if
    needed, ensuring they fairly represent the full cross-section of the
    community, including men, women, boys, girls and vulnerable groups;
  • Based on community feedback and assessment data, identify and
    utilise the best communication approaches to provide communities with
    relevant and actionable life-saving and life-enhancing information;
  • Carry out regular checks as part of monitoring to ensure information
    shared with communities is understood, relevant and useful and update as
    necessary.
  • Act as the Risk Communication and Community Engagement (RCCE)
    technical support focal point for URCS by developing appropriate and
    context specific RCCE strategies and response plans, including ongoing
    guidance to implement activities.
  • Support the IARP Project Manager by including development of annual
    CEA log frames and activity plans, integrating CEA in the URCS Early
    Action Protocols(EAP), emergency plans of action and ensuring the
    inclusion of CEA in URCS annual plans and strategies.
  • Identify opportunities for partnership with external organizations,
    including the use of technology and innovative approaches to enhance CEA
    within URCS Programmes and operations.
  • Produce and disseminate internal and external reports, evaluations,
    brochures, case studies and web stories that demonstrate the impact of
    CEA, promote it to new audiences, and raise the profile of URCS and IFRC
    Uganda.
  • Establish and ensure effective working relationships with the other
    departments, in particular working closely with the URCS programme and
    branch teams.
  • Supports programmes and operations to adopt innovative approaches and
    evidence based advocacy to better understand and engage with communities
    on key health and behavior change issues;
  • Carry out regular checks as part of monitoring to ensure behavior
    and social change approaches are appropriate and having an impact on communities
    and adapted as needed.

 


Qualifications, Skills and Experience: 

  • The applicant for the Uganda Red Cross Society  Officer, Beneficiary
    Accountability/Community Engagement and Accountability – Innovative
    Approaches in Response Preparedness job must hold a Bachelor’s Degree
    in Social Sciences, Social Work and Social Administration, or a related
    field from a reputable institution;
  • Post-Graduate Diploma in monitoring and evaluation, Project Planning
    and Management, Health information science will be an added advantage.
  • At least two years of relevant experience in community engagement
    and implementation of humanitarian and development projects from a
    reputable NGO organization;
  • Training in Emergencies and Relief operations/ Disaster Risk
    Reduction will be of added advantage;
  • Budgeting and budgetary control.

  • Data analysis and reporting skills
  • Public speaking and presentation
  • Networking, alliance building and stakeholder management
  • Experience with social media as a communication tool
  • Negotiation skills.
  • Ability to design, implement and evaluate community awareness
    programs
  • Team building and management.
