Infectious Diseases Institute (IDI) is to “Strengthen Health Systems in Africa
with strong emphasis on Infectious Diseases through Research and Capacity
Development”. IDI has six operational areas through which it works to achieve
its mission: Prevention, Care and Treatment, Training, Research, Laboratory
services (including the CAP-certified IDI Core Lab & Translational Lab),
Global Health Security and Health System Strengthening Programmes.

 

Job Summary:  The Database and Informatics Manager will work
with targeted departments within the Ministry of Health (MoH) including: human
resource, health information, information and communications technology and
like-minded institutions, implementing partners/agencies and other key
stakeholders to improve the functionality and utilization of the integrated
human resource information system (iHRIS). Additionally, the Database and Informatics
Manager will support the implementation of transparency and accountability information
systems including data visualization dashboards, ETL (extract, transform and
load) processes, and integration with existing health key information systems
such as DHIS2, iHRIS, etc. under the under the USAID – UHSS activity.

 

Key Duties and Responsibilities:  

·       
Improve
the functionality and utilization of the integrated human resource information
system (iHRIS):

·       
Improve
iHRIS reports and dashboards required by MoH to support health workforce
decision making in key processes such as audit, absenteeism, in-service training,
and recruitment.

·       
Improve
the linkage of iHRIS to biometric system to manage health workers absenteeism, attendance,
and performance management.

·       
Integrate
iHRIS with other systems including but not limited to DHIS2.

·       
Support
MoH to implement new and/or enhance existing system functions/modules in iHRIS.

·       
Support
maintenance and training of iHRIS to MoH, implementing partners/agencies and other
system users.

·       
Provide
support to improve the existing online in-service training and remote learning
systems

·       
Improve
the iHRIS training by linking it to online licensing with the examination
boards and professional councils.

·       
Support
service commissions for innovations and expanded use of technology in the
recruitment system at the central and regional recruitment hubs.

·       
Implementation
of transparency and accountability information systems:

·       
Develop
dashboards and report interfaces to visualize and track key performance indicators
(KPIs).

·       
Develop
the ETL (extract, transform and load) engine to extract data from multiple
source systems, handle data validation and load into a central repository for
analysis and reporting.

·       
Work
closely with the project management team and stakeholders to integrate
dashboard with other related information systems such as DHIS2, iHRIS, etc.

·       
Work
with other streams to improve the HRH Inventory Tool and HRH PEPFAR database.

·       
Research
and apply technical skills, standards, and innovation to carry out project activities
that arise throughout the project using creative and results oriented outside
the box thinking.

·       
Perform
other related activities and responsibilities as project need arises.

 


Qualifications, Skills and Experience:

·       
The
applicant for the Infectious Diseases Institute (IDI) Database and Informatics
Manager job must hold a bachelor’s Degree in Computer Science / Information
Systems or equivalent

·       
Five years
of working experience in an information systems environment

·       
This
position requires advanced knowledge and expertise in: SQL query language, HTML
and JavaScript, UML design.

·       
Relational
database management systems such as MS SQL or MySQL or PostgreSQL.

·       
Programming
languages: PHP and/or Java (Java web-based applications) and/or Python.

·       
Web
services architecture such SOAP and/or RESTful.

·       
Experience
of working with iHRIS and DHlS2 is highly desired.

·       
Experience
of developing information systems dashboards preferably in the health sector
that capture data from more than 01(source) source system is highly desired.

·       
Good
written and oral communication skills in English and the ability to engage
clients and colleagues enthusiastically face to face, telephonically and via
e-Mail.

·       
Ability
to discern and communicate appropriate technical details to a non-technical audience.
