Established in 2005, African Field Epidemiology Network (AFENET) is a non-profit networking and service alliance of Field Epidemiology
(and Laboratory) Training Programs (FELTPs), and other applied epidemiology
training programs. AFENET has operations in over 31 countries in Sub-Saharan
Africa, 5 countries in the Caribbean region. AFENET is dedicated to helping
Ministries of Health in Africa build strong, effective, sustainable programs
and capacity to improve public health systems on the African continent. The
network’s goal is to strengthen field epidemiology and public health laboratory
capacity to contribute effectively to addressing epidemics and other major
public health problems in countries where we operate. AFENET has its
headquarters in Kampala, Uganda.

 

Job Summary:  The Senior Finance Officer- Secretariat &
Network Compliances  will support the
Secretariat and Network. The incumbent will support the Head of Finance to
oversee the Organization’s finance function through majorly; overseeing and act
as a finance liaison for Country projects, monitor liquidity both at
secretariat and network countries, ensuring sound financial reporting and
strengthening the organization’s financial systems.

 

Key Duties and Responsibilities:  

·       
Support
the Head of Finance with preparation of End of year financial statements,
reports and special analyses and information reports for AFENET

·       
Support
the Head of Finance with preparation of the monthly management accounts and
other adhoc financial reports, providing key information to support management
decisions.

·       
Prepare
month end reports guided by the month end checklist on a timely basis including
all related supported documents.

·       
Oversee
country month end reports and ensure country month end checklist is prepared and
filed at secretariat with all supporting documents.

·       
Support
the Head of Finance in ensuring that Network countries comply with the varied

·       
statutory/donor
requirements.

·       
Oversee
and ensure timely payments and disbursement of funds for both secretariat and
project activities.

·       
Support
the Head of Finance to monitor liquidity both at secretariat and network
countries and oversee timely preparation of cash down load from the PMS

·       
Support
the Head of Finance in preparation and monitoring of the secretariat budget as
well as related project budgets

·       
Support
the Head of Finance in the implementations and usage of the SunSystems for

·       
reporting
both at the secretariat and the Network country offices.

·       
Support
Head of Finance to roll out SunSystems to the various network countries and

·       
establish
a reliable financial monitoring system.

·       
Ensure
that all payments & Journals when fully signed are posted into Sun system
weekly.

·       
Oversee
the payroll preparation and review to ensure compliance with the statutory

·       
obligations/organization
policies and procedures both at the secretariat and network

·       
countries
and ensure payroll costs are well supported

·       
Oversee
cost allocation across various cost centers in line with the cost allocation
policy

·       
including
the payroll and other shared costs and ensure allocated costs are well
supported, such as payroll allocations with timesheets.

·       
Support
the Head of Finance in the administration of external and internal audit as
well as management of network-countries destined external and internal audits

·       
Oversee
the production of various financial/ management reports both at as required by
the different stakeholders

·       
Oversee
the reconciliation of bank accounts both at secretariat and network countries
as well as respective creditor/debtor accounts

·       
Oversee
the review of accountabilities from the Network countries to ensure compliance
with donor/organizational requirements.

·       
Support
the Head of Finance with the communication to the various stakeholders i.e.

·       
Statutory
bodies for compliance, queries in regard to reports, etc

·       
As a
Senior Finance Officer, oversee and act as a finance liaison for projects
allocated.

 


Qualifications, Skills and Experience:

·       
The
ideal candidate must hold a Bachelor of Science Degree in Accounting and or
Finance

·       
Masters
of Science Degree in Accounting and or Finance or Business Administration with
strong bias in Accounting or Finance is added advantage.

·       
At least
five years of experience serving in a similar position in a reputable
Organization.

·       
Chartered
Membership to professional organizations and possession of relevant Chartered
certifications a must.

·       
Knowledge
of applicable US Government procurement, contracting, rules and regulations as
well as administrative/financial policies and techniques.

·       
Expertise
in finance and accounting, plus proven project management skills.

·       
High
numeracy and sound technical skills.

·       
Analytical
approach to work and ability to make quick but balanced decisions.

·       
Excellent
oral and written communication skills.

·       
Strong
attention to detail and an investigative initiative.

·       
Good
time management skills and the ability to prioritize.

·       
Able to
work as part of a team and to build strong working relationships.

·       
Proficiency
in relevant computer applications
