Job Summary:  Working within the Program department, the
Livelihoods Advisor will play an important role in leading and contributing to
the growth and technical quality of Finn Church Aid Uganda livelihood programme
portfolio, both humanitarian and development. The Advisor will play a role in
developing, implementing, and representing FCA’s UGACO livelihood strategy,
identifying opportunities and developing proposals to increase FCA Uganda
livelihood programming for increased economic security of local and refugee
households. The Advisor will improve the quality and impact of livelihood
projects by providing technical assistance and building capacity within the
Country Office (CO) in implementing livelihoods programming, creating or
updating tools and providing training as required. The Advisor will also
represent FCA Uganda in sectoral coordination meetings, with strong networking
and partnership building. The position will also play a role in documenting
FCA’s livelihoods technical capacities and achievements, while carrying out
learning events and external representation related to the same.

 

Key Duties and Responsibilities:  

Resource Mobilization
(40%)

·       
Function
as the technical lead on livelihood proposals, including, but not limited to
coordinating data collection, market assessments, capturing planning,
positioning, partnership brokering, program design facilitation and
decision-making; and, technical writing.

·       
For
inter-disciplinary programs, coordinate with other FCA departments – as well as
external partners to support a coherent, high-impact integrated approach.

·       
Support
CO team members in analysing information and formulating effective technical
strategies, integrating best practices and, where appropriate, innovations.

·       
Conduct
training and orientation for program team members to ensure that all relevant
information is available to inform a sound livelihood design process.

·       
Travel
to the field to participate in design workshops, assessments, team writing
assignments, and other proposal processes.

·       
Participate
in proposal reviews, ensuring that lessons learned are incorporated into
subsequent designs.

·       
Develop
and sustain livelihood-related relationships with donors (with a particular
emphasis on Women’s Bank, UN agencies, USAID and private foundations), partners
and academic institutions.

Technical Support
(40%)

·       
Stay
abreast of technical developments and innovations in the livelihood sector,
both nationally and globally, disseminating information to team members as
needed.

·       
Provide
technical assistance to the livelihood strategy development and implementation
at CO level, including new approaches and innovations.

·       
Provide
technical support to ongoing livelihood programs as assigned.

·       
Design
and deliver trainings to program team members.

·       
Produce
technical guidelines and tools as required (e.g. market assessments,
baselines); facilitating technically sound implementation.

·       
Promote
value chain development as part of FCA Uganda Program and participate in the
development of value chain projects.

·       
Provide
direction and support to the design and livelihoods programming in FCA Uganda
Program.

·       
Participate
in the development of livelihood related policy and advocacy positions and
support their dissemination.

·       
Represent
FCA UGACO on technical and coordination working groups in an area of expertise.

Knowledge
Management and Learning (20%)

·       
Lead or
participate in the design of learning, studies and the documentation and
presentation of the same.

·       
Contribute
to an evidence base for effective livelihood implementation modalities.

·       
Ensure
that technical tools and material is filed in a shareable manner according to
FCA knowledge management guidelines.

 

Qualifications, Skills and Experience:

·       
The ideal
candidate must hold a Bachelor’s degree in Agribusiness, Business
administration, social sciences or related field. advanced degree preferred

·       
Minimum
of 7-10 years of experience in livelihoods

·       
Advanced
skills in developing and implementing value chain and/or micro-enterprise,
micro-finance, or livelihoods programs, including gender-sensitive,
agribusiness and resilience frameworks, a plus

·       
Innovative
and visionary approach to household economic security programming

·       
Experience
in developing/implementing humanitarian livelihood/refugee livelihood
programmes

·       
Significant
experience dealing with public and private donors

·       
Proposal
development experience, including experience leading the technical aspects of
complex, large proposal efforts

·       
Experience
with program assessment and design, including significant experience in
conducting market assessments

·       
Training
skills;

·       
Excellent
writing and communication skills in English

·       
Ability
to travel and to work independently, even in harsh environments
