Job Summary:  Under the overall supervision of Chief of
Mission and direct supervision of Programme Coordinator, the incumbent will
work within the Programme Coordination and Support Unit (PCSU) and will assist
the mission in implementing the project development portfolio for IOM Uganda
under the technical guidance of the programme coordination and will assist in
monitoring, reporting and evaluation functions in consultation with the M&E
Officer as may be required.

 

Key Duties and Responsibilities:  

Project Development

·       
Provide
support in researching and reviewing funding opportunities and prepare grant
opportunities’ synopses/guidance notes.

·       
Organize
internal consultative meetings with Project Managers to assess funding
opportunities and establish complementarities of intervention amongst IOM
sectors.

·       
Assist
project managers to develop high quality, innovative proposals.

·       
Prepare
draft concept notes and project proposals for those sectors of intervention
where a project manager is not yet assigned

·       
Coordinate
proposal writing processes with external partners in case of consortia.

·       
Assist
in ongoing assessment of funding opportunities by elaborating donor profiles,
and establishing complementarities with IOM/UN strategic framework

·       
Maintain
up-to-date mapping of donor contacts, trends and opportunities.

·       
Maintain
up to date proposals’ archives and databases.

·       
Upload
IOM training materials and templates and share when needed.

·       
Prepare
thematic briefs and keep abreast on changes in the context of intervention.

·       
Act as
focal point for the IOM PRIMA portal system and ensure regular upload of
information and further action.

Monitoring and
Evaluation:

·       
Provide
support to the M&E Officer in establishing and managing a performance
monitoring framework for the IOM Uganda programme including monitoring of
outcomes, outputs, activities, indicators, data needs and sources, and
reporting formats and frequency, for effective monitoring and reporting.

·       
Support
in the development of data collection tools for routine data collection and
evaluations for ongoing projects in consultation with the National M&E
Officer.

·       
Support
other monitoring and evaluation activities as required, such as baseline
assessment, and evaluation in line with IOM Uganda Monitoring and evaluation
strategy and donor regulations.

 

Qualifications, Skills and Experience:

·       
The
ideal candidate must hold a Bachelor’s Degree in Social Sciences, International
Development, International Humanitarian Aid, International Relations or a
related field with four (4) years of relevant professional experience; or
should have completed High school Diploma from an academic accredited
institution with six (6) years of relevant professional experience.

·       
Experience
with proposal development including support and writing with various donors,
including traditional and non-traditional donors as private foundations and
private sector.

·       
Experience
in fundraising, including donor relations and proposal writing

·       
Working
knowledge in program design, including development of log frames/results
frameworks, M&E Plans, DQA, theory of Change and budgeting.

·       
Knowledge
of M&E practices and methodologies.

·       
Strong
interpersonal and communication skills including influencing, negotiation and
coaching

·       
Ability
to work well in an international environment with people from diverse
backgrounds and cultures

·       
High
level of computer literacy

·       
Self-starter
who can work independently under pressure.

·       
Excellent
problem solving skills and eye for detail

·       
Excellent
organization skills;

·       
Assessment
and secondary data research analysis skills,

·       
Analytical
and creative thinking.

·       
Demonstrated
knowledge of information technology and proficiency with Microsoft Office
applications, including word, Excel, PowerPoint, and SharePoint.

Languages:
Fluency in English and working
knowledge of other UN languages is an advantage.
