Enabel is the
Belgian development agency. It implements and coordinates Belgium’s
international development policy and primarily works for the Belgian State. The
agency also implements actions for other national and international donors.
With its partners in Belgium and abroad Enabel offers solutions addressing
pressing global challenges: Climate Change, Urbanisation, Human Mobility, Peace
and Security, Economic and Social Inequality, and Global Citizenship. With
1,500 staff, Enabel manages about 150 projects in twenty countries, in Belgium,
Africa and the Middle East.

 

Background

In collaboration
with the Ministry of Education and Sports, Enabel strengthens the professional
competencies of teacher trainers and future teachers graduating from the 5
National Teachers’ Colleges (NTCs) of Kabale, Kaliro, Mubende, Muni and Unyama  through organisational development;
rehabilitation and extension of existing infrastructure; and capacity
development for teacher training by introducing learner-centred methodologies
and by examining strategies to promote the use of Information and Communication
Technologies (ICTs) in order to improve the quality of learning. Teacher
education is one of the key strategic priorities of the Education Sector in
Uganda. Belgium has provided support to Teacher Education since 2011 through
the Teacher Training and Education (TTE) project.

 

Job Summary: Joining
Enabel as an Intervention Officer you will be reporting to the Intervention
Manager of the TTE project. You will work in close collaboration with the 3
national experts responsible for the 3 result areas of the project and provide
inputs for the digital transformation and development in those areas.  You will work in close collaboration with the
International Digital for Development (D4D) expert, who is responsible for the
strategic orientation of the digital transformation support offered by Enabel
Uganda.

 

Key Duties and Responsibilities:  

·        
You
contribute to the implementation of the D4E (Digital for Education) activities
by taking part in the planning, execution, coordination, and monitoring and
evaluation of the activities;

·        
You
co-construct digital solutions and facilitate the implementation of the
activities in order to achieve performance in accordance with national and
international norms and standards;

·        
You
ensure quality of service delivery and organise knowledge building and
knowledge management in order to co-create an inclusive, informed climate of
trust within the project;

·        
You
contribute to capacity development of partner organisations (Ministry of
Education and Sports and National Teacher’s colleges).

 

Qualifications, Skills and Experience:

·        
The
ideal candidate must hold a Master’s degree in human sciences related fields
(preferably in adult’s education, educational sciences, or development studies,
human resources sociology…).

·        
Two
years of relevant experience in the education sector;

·        
Experience
in development of E-learning (online courses, blended approach, mobile
application…);

·        
Experience
in capacity development;

·        
An
experience in knowledge management or organizational learning is an asset;

·        
An international
experience (i.e. in the international development sector and outside your
country of origin) is an asset.

·        
Knowledge
of the latest trends in education technology;

·        
Knowledge
of Open Educational Resources (OER);

·        
Very
good Information and Communication Technology skills;

·        
Good
knowledge of aspects of international development (context, challenges,
application, partners, functioning…);

·        
Ability
to implement a change process;

·        
Knowledge
management and knowledge building;

·        
Results-based
management;

·        
Ability
to use new technologies used in the area of expertise;

·        
Considering
the working language of Uganda and the international environment in which you
work, excellent knowledge of English is required.
