Reporting to: CEO – Uganda dotted line to CFO EAR.

Job Summary:  The Finance
Manager will be responsible for developing and maintaining financial strategy
for Uganda, sourcing strategy, policies and procedures and internal controls.
Evaluates and manages financial performance and manages financial risks.
Provides financial decision-support and advisory services to CEO Uganda and
other departments

 

Key Duties and Responsibilities:  

Financial Strategy, Policies, Procedures and Internal controls:

·       
Formulates
Financial strategic action plans for Uganda aligned to the Group and ensures
the implementation and compliance of LTU financial policies and procedures

·       
Ensures
financial implementation and standardization of controls, systems policies and
procedures for LTU

·       
Formulates
performance standards in the department and ensures that financial strategic
objectives are pursued and achieved

·       
Formulates
the LTU supply chain strategy

·       
Analyses
monthly financial performance against established benchmarks set within the
business plan framework for LTU

·       
Prepares
financial feasibility and profitability studies; evaluates and approves
financial dimensions of new projects, new products and main changes to
processes

·       
Administers
and schedules all quarterly performance appraisals for the Finance department,
establishment and agreement with staff on Key Result Areas and Key Performance
Indicators

·       
Ensures
that capital expenditure for LTU is correctly accounted for and is in line with
accounting requirements for Property, Plant and Equipment

·       
Oversees
the disposal of Property, Plant and Equipment have been correctly accounted for
and proceeds are banked

·       
Evaluates
useful lives of assets and ensures they are regularly assessed and its impact
on profitability is appropriately assessed and is aligned to the LTU guidelines

Financial Performance and Financial Risks management:

·       
Ensures
that the business achieves or surpasses its profitability targets by monitoring
key expenditure areas and that profitability margins are in line with business
plan

·       
Manages
the Cash flow ensures efficient debt collection and credit policy for LTU

·       
Meets
key line managers weekly regarding their expenditure and carries out monthly
variance checks and addresses them through line managers

·       
Secures
and negotiates financing facilities with financial institutions

·       
Manages
the company’s capital expenditure budget

·       
Responsible
for Capital investment appraisal and Business Case creation, analysis and
evaluation for decision making

·       
Reviews
the daily and weekly status of airtime distributors to ensure that they do not
exceed prescribed credit limits

·       
Ensures
that the LTU complies with the laws and regulations of the country with respect
to Uganda Communications Commission License fees, Customs & Import duty,
Income and Corporate tax, filing of corporate returns and accurate record
keeping

·       
Responsible
for the tax management position of LTU

·       
Prepares
and presents to financial analysts half year and annual financial results

Supply and Logistics Management:

·       
Negotiates
prices and terms with suppliers, vendors, or freight forwarders

·       
Monitors
supplier’s performance to assess ability to meet quality and delivery
requirements

·       
Meets
with suppliers to discuss performance metrics to provide performance feedback
orto discuss production forecasts or changes

·       
Develops
or implements procedures or systems to evaluate or select suppliers

·       
Maintains
knowledge database of supplier’s markets, sub-categories, capabilities,
technology, cost analysis and key performance indicators

·       
Develops
and fully implements long term supply agreements for key strategic high value
items and services for the company

·       
Spearheads
strategic relationships with suppliers and partners in clearing, forwarding and
distribution

·       
Reviews
and improves the supply chain planning process

Statutory Reporting, Financial support and Advisory services to CEO and
other departments:

·       
Prepares
financial budgets and management reports thus ensures efficient budgetary
control

·       
Prepares
financial results and presents them to the CEO and board for approval

·       
Prepares
monthly financial management results and presents them to the CEO and then to
the executive committee

·       
Prepares
LTU financial statements; including working with external auditors

·       
Direct
involvement in strategic mapping for the entire organization by being a member
of the Executive team

·       
Ensures
tight controls in the up-keep of organizational information and physical
security

·       
Recommends
the training needs for employees within the Finance department

·       
Ensures
that Quarterly performance appraisals are performed by all direct reports
within the entire finance department

 

Qualifications, Skills and Experience:

·       
The
ideal candidate must possess a Degree in Accountancy, Finance, Economics,
Actuarial Science or Related Discipline

·       
Professional
accounting qualification such as CPA, ACCA

·       
MBA or
MBL will be an added advantage

·       
A
minimum of eight years in Finance, Corporate Finance or a related discipline
experience, 4 years should be in Senior Management position

·       
Knowledge
of International Financial Reporting Standards (IFRS) and International
Accounting Standards (IAS) are a prerequisite.

·       
Good
spreadsheet and financial modelling skills are a prerequisite.

·       
High
skills on computer literacy with proficiency on MS Office and business
modelling tools.

·       
Knowledge
of pastel

·       
Good
analytical, conceptual and diagnostic skills.

·       
Good
understanding of the different business functions and their interaction towards
the achievement of the business objectives.

·       
High
degree of professional judgment and discretion
