About USAID ICYD Activity:

The USAID Integrated
Child and Youth Development Activity (USAID ICYD Activity) aims to improve
learning outcomes, advance HIV epidemic control in Uganda, and ensure that
children and youth can lead resilient, healthy, and productive lives. The USAID
ICYD Activity will deliver critical HIV/GBV/violence prevention and response
services to children and youth and their families in communities, clinics, and
schools. Within USAID’s Journey to Self-Reliance Framework, USAID ICYD Activity
will build the operational and technical capacity of four Ugandan Primary Local
Partner (PLP) organizations to become direct recipients of USG funding within
two years while strengthening government capacity to deliver core services to
children within an integrated referral network and case management system.

 

Job Summary:  The OVC/Case Management Manager supports and
manages the technical implementation of the USAID ICYD Activity across the 4
districts supported by UWESO. The OVC Manager will coordinate delivery of OVC
programming, including ongoing service delivery to transitioning OVC (majority
children living with HIV and vulnerable adolescent girls), oversight of roll
out national case management tools, assessing and enrolling OVC beneficiaries
onto the program using the clinic as the primary entry point for identifying
and enrolling beneficiaries, and delivering, coordinating, documenting and
reporting on HIV and social protection services within an integrated referral
network and case management system.

 

The OVC Manager will
work closely with the M&E Manager and Finance Manager to ensure coordinated
resource and quality technical support to deliver quality services to families
and meet and report on comprehensive and prevention performance targets. S/he
will ensure the OVC team supports the identification, enrolment, retention, and
provision of a continuum of health and social protection services to OVC and
AGYW supported by the project. The OVC Manager will ideally bring expertise in
USAID OVC programming with specific expertise in GBV/HIV prevention and
response programming with children living with HIV and adolescent girls within
a case management approach. The OVC/Case Management Manager will report to the
Head Programs and the Regional Consortium Team Leader.

 

Key Duties and
Responsibilities:

·        
Oversee,
plan, and coordinate all OVC activities under the project

·        
Provide
regular support supervision, coaching and mentoring to the program team and
community structures across the implementation districts.

·        
Support
roll out of national case management standard operating procedures, tools, job
aids, guidelines, and trainings for government and project staff.

·        
Champion
strategies to strengthen bi-directional facility/community linkages towards
improved OVC/AGYW continuum of care with focus on optimizing health and social
services.

·        
Oversee
and ensure case conferencing takes place between health facility and social
welfare staff to support index testing, retention on care, ART adherence and
viral load suppression for children and adolescents living with HIV.

·        
Provide
the ICYD team in the identification of GBV, child protection and VAC issues and
to facilitate case conferences and referrals for services.

·        
Provide
quality assurance towards strengthening case management and referral
coordination.

·        
Work
closely with the ICYD capacity development team to coordinate and move forward
capacity development as well as programming in tandem.

·        
Liaise
with the M&E team in tracking and reporting related targets.

·        
Compile
quarterly and annual progress reports.

·        
Participate
in the development and execution of project work plans to ensure realization of
project goals and objectives.

·        
Promote
quality and cost-effective interventions and outcomes while maintaining high
standards of stewardship and accountability for all activity resources

·        
Support
and work with technical leads from consortium partners to ensure harmonized
planning and implementation of activities in respective thematic areas to
achieve project goals.

·        
Represent
and promote program interventions in district, national and multi-agency
meetings.

 

Qualifications, Skills and Experience:

·        
The
ideal candidate must hold an Advanced degree in Social Work or any Social
Sciences with similar qualifications.

·        
At least
three years’ experience working on a large project and experience with USAID
funded programs/projects necessary.

·        
Demonstrated
ability in designing, coordinating, and implementing OVC/Youth HIV programs and
PEPFAR supported activities

·        
Proven
experience in the design, implementation, and management of case management
programs in Uganda.

·        
Experience
with implementing OVC interventions and programming, case management direct
service to OVC households and knowledge of HIV/AIDS service delivery among
caregivers and children living with HIV.

·        
Ability
to work with multi-sectoral agencies, such as community social services,
schools, health facilities, and OVC service providers, preferably including
experience in leading coordination efforts.

·        
Excellent
interpersonal and communication skills.

·        
Ability to
work independently, take initiatives and leadership

·        
Proven
ability to develop and maintain partnerships with government stakeholders.

·        
Experience
managing teams and building partnerships in complex situations

·        
Proven
leadership qualities, depth and breadth of technical expertise and experience,
and strong interpersonal skills.

·        
Ability
to represent the organization at different levels.
