health professional training, and clinical research in Uganda. Baylor College
of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous
not-for-profit child health and development organisation affiliated to the
Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a
Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres
of Excellence and international program offices in 11 countries across Africa
and Eastern Europe.

 

Job Summary:  The M&E Officer is responsible for guiding
the overall project M&E strategy and implementation of related activities
within the project and undertakes timely preparation and submission of reports
as per reporting guidelines. The M&E Officer will employ advanced
statistical, data processing, and analytics skills to generate information
useful for project management and improve project efficiency and effectiveness.

Key Duties and
Responsibilities:

·        
Monitor
the implementation of the M&E work plan, evaluate outputs, outcomes, and
impacts as per BIPAI, Baylor Uganda, and project MEL guidelines.

·        
Develop,
implement, train, and coach staff on standard operating procedures and systems
for monitoring, evaluation, and reporting at Baylor COE.

·        
Monitor
the process of data collection, entry, filing, storage, and retrieval in all
COE electronic databases and registers (COE EMR, OVC tracker, KP tracker,
Nutrition, HTS, etc) and ensure they are available and up-to-date.

·        
Periodically
run queries for verification and cleaning to ensure that the data meets the
right precision, accuracy, and timelines as per PEPFAR, CDC, MOH, BIPAI, and
Baylor Uganda guidelines.

·        
Prepare
and submit accurate and timely periodic progress reports (weekly, monthly,
quarterly and annual) and give recommendations to staff on areas for
improvement and additionally perform data requests in a timely manner for staff
and ensure data integrity and security.

·        
Conduct
monthly and quarterly feedback meetings to share performance results, lessons,
and key actions with stakeholders/staff in line with MEL reporting guidelines
for MOH and Baylor Uganda.

·        
Periodically
review and update the Balance Score Card in line with Participate in
operational research and provide necessary M&E support to staff including
interns, research assistants in line with Baylor Uganda research guidelines.

·        
Supervise,
appraise, and maintain a competent & motivated data team by giving
constructive feedback, coaching, and mentoring in line with the Human resources
manual.

 

Qualifications, Skills and Experience:

·        
The
applicant must hold a Degree in Statistics, Computer Science, Information
System, Health Informatics, Mathematics, or Data Management is required. Formal
training in monitoring and evaluation is an added advantage.

·        
At least
three years’ experience in advanced statistical analysis and programming
methods using SQL STATA or another structured programming language is
required.  Working experience to GIS, Ms.
Access, and Ms. Excel are desirable. In addition, at least two years’
experience in supervisory data management and systems analysis position in the
health field is required.

·        
Knowledge:
Advanced knowledge of Electronic Data Capture (EDC) systems such as Epi Info,
Redcap, or any systems development tools, and quality assurance management is
required.

·        
Key
personal competencies in Team and communication skills, networking, and
partnership skills. Must be dynamic, Persuasive &convincing,
self-motivated, and able to demonstrate high initiative.
