Job Summary:  The Information Counselling and Legal
Assistance Coordinator is responsible to oversee implementation and
strengthening ICLA (Information, Counselling and Legal Assistance) activities
in Kampala, Kyangwali and Isingiro.

 

Key Duties and Responsibilities:  

·       
Undertake
regular visits to settlements, local authorities, partners and government
officials to identify needs and provide support through legal assistance,
capacity building and advocacy.

·       
Identify
knowledge gaps and needs of target beneficiaries, partners and other key
stakeholders relevant to ICLA thematic areas.

·       
In
consultation with the ICLA Area Programme Manager, develop and implement a
training schedule and organize all logistical needs and support.

·       
Conduct
trainings and induction to new staff joining NRC and local partners on ICLA

·       
Compile
ICLA activity reports.

·       
Develop
best practice documentation on methodologies and techniques.

·       
Facilitate
training and awareness sessions on ICLA thematic areas.

·       
Budget
and administrative responsibility for geographic and/or thematic areas as
within the ICLA project identified.

·       
Implementation
of the ICLA project in accordance with agreement applicable to the grant from
the donor(s) and NRC principles and ways of work.

·       
Ensure
that activities are in line with budget lines and limitations.

·       
Monitor,
evaluate and suggest changes and improvements in the project and materials
based on observations and discussions with the ICLA staff and other stake
holders.

·       
Communicate
with and obtain necessary agreements and understanding from local authorities
and partners in the areas of responsibility in line with the NRC protocol for
communication.

·       
Communicate,
exchange information and co-operate with relevant external actors in the areas.

·       
Contribute
to the development of NRC’s country strategy, action plan and activities plan
and priorities in the ICLA core competency

 

Qualifications, Skills and Experience:

·       
The
applicant for the Norwegian Refugee Council (NRC) Information Counselling and
Legal Assistance Coordinator job must hold a University degree in law, social
studies, development studies / other relevant field/ the equivalent

·       
At least
three years of work experience with NGO, legal or international organization in
the area of protection or human rights

·       
Experience
from working as a project coordinator in a humanitarian/recovery context

·       
Experience
working with and implementing projects through local partners

·       
Experience
in conducting assessments

·       
Community
mobilization skills

·       
Previous
experience from working in complex and volatile contexts

·       
Documented
results related to the position’s responsibilities

·       
Ability
to handle insecure environments
