About UNRA:

The Uganda National
Roads Authority (UNRA) was established by the National Authority Act, No. 15 of
2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns.

 

Job Summary:  The ICT Officer – Security is responsible for
the administration of the organization’s information and data security policies
and practices to ensure authorized users can readily access information and
that the information is protected in terms of confidentiality, integrity and
availability. The Officer is also responsible for investigating and resolving
security related incidents.

 

Key Duties and Responsibilities:  

·       
Establish
and implement practices for the monitoring of information systems logical and
physical security to minimize the risk of equipment and data loss, theft or
tampering;

·       
Monitor
and report on the performance of network, system and application security
solutions to highlight areas of non-compliance and inform the development of
improved systems/solutions;

·       
Manage
the allocation of access privileges of users to ensure appropriate security
settings are applied in accordance with UNRA ICT security policies;

·       
Perform
security breech investigations to guide the refinement of information security
policies, practices and systems;

·       
Manage
the periodic maintenance of security systems and applications to ensure new threats
are identified and managed and the security of UNRA’s assets is maintained;

·       
Respond
to audit reports and implement agreed recommendations within specified
timeframes;

·       
Develop
risk matrix and put in place risk mitigation measures in ICT security management
at UNRA;

·       
Participate
in planning, budgeting and reporting in line with departmental guide lines and
targets.

·       
Conducting
proactive research to analyze security weaknesses and recommend appropriate
strategies.

 

Qualifications, Skills and Experience:

·       
The
applicant for the Uganda National Roads Authority (UNRA) ICT Officer Security
job must hold an Honors degree in Computer Science, Information Communication
Technology or any other relevant courses from a recognized University;

·       
IT
Certifications e.g. CCNA, CCNP, CCDA

·       
IT
Security certification e.g. CEH, CISM, CISSP

·       
A
minimum of three years of experience in a Network and/or Information Security
administration role with proven accomplishments.

·       
Experience
in network and systems administration (exposure to Linux, Mac and Windows OS
and attendant services), enterprise security architecture design, deployment
and reporting, designing and delivering employee security awareness training,
IP networking, and managing networking protocols including IPSec, PKI, VPN’s and
technologies including firewalls, URL filtering, virus protection, proxy
services, IDS’s, IPS’s, DNS, email spam filtering and network access control.

High
level of Integrity as per UNRA standards.

Ability
