About US:

The Medical Research
Council (MRC UK) is an internationally recognisedcentre of excellence with
dominant research themes in the areas of HIV and emerging infections, vaccines
and immunity, and chronic diseases and cancer. Through a multidisciplinary
approach, intersecting basic science, epidemiological research,
social-behavioural research and the conduct of new intervention evaluation
studies, the Unit contributes knowledge on changing epidemics and diseases, the
evaluation of innovative health care options, treatment and prevention and the
development of health policy and practice in Africa and worldwide. Following
the signing of strategic transfer agreements between the London School of
Hygiene & Tropical Medicine (LSHTM) and the Medical Research Council
(MRC UK), the Unit formally joined LSHTM on 1st February 2018. The exciting new
partnership will boost research capacity into current and emerging health
issues in Africa and throughout the world. The Unit is based at the UVRI
Entebbe campus with established outposts in Kalungu, Masaka, Wakiso and Kampala
Districts.

 

Job Summary:  The Human Resource Officer will provide
efficient and effective day today human resources operational support to the
Unit through developing, implementing and supporting unit teams with their
Human resource needs and ensure that their queries are addressed. The post
holder will lead on recruitment, insurance management, training and leave
management among other functions as may be guided by the HR Manager.

 

Key Duties and Responsibilities:  

·        
Take
lead on recruitment through developing and implementing recruitment and
selection activities for the Unit; Prepare vacancy advertisements, shortlist,
participate in the design of selection instruments, comprise interview panels
and prepare corresponding reports.

·        
Initiate
reference checks for the preferred candidates and develop employment contracts
for new staff as per the Staff Policy Manual.

·        
Support
a consistent and efficient contracts monitoring and working with RSO, monitor
charge code allocations, ensuring timely contracts renewal and charge code
adjustments as may be required.

·        
Ensure
on boarding documentation for staff personnel file is in place and biodata
information is entered on MSD and the payroll

·        
Maintains
an up-to-date manpower databank to assist in manpower planning and talent
management

·        
Organize
and coordinate orientation and induction of new staff with the various sections
in line with the HR orientation and induction guidelines

·        
Prepare
and submit an up to date monthly recruitment status report to the Human
resources manager.

·        
Responsible
for the supervision of the HR Assistants through supporting their objectives
setting, guiding their objectives deliverables and appraising their performance.

·        
Take
lead on leave management through annual leave planning across the unit.

·        
Institutionalise
leave approval processes and ensure staff leave is duly signed and entered into
the system.

·        
Responsible
for the staff Medical and life insurance covers through initiating renewal
processes, tracking insurance contracts ensuring timely renewal of policies.
Managing breaches and following up on policy implementation throughout the
policy cycle.

·        
Continuous
leave tracking through sharing quarterly leave balances and reports to section
heads

·        
Develop
training and refresher training to staff on HR processes in a bid to enhance
policy appreciation and compliance.

·        
Support
the preparation of payroll and generate payment trends in liaison with the
finance team.

·        
Participate
in training needs analysis post appraisal process for forwarding to the
training function.

·        
Support
the succession planning strategy at the unit through guiding, tracking and
following up on planned promotions and acting appointments

·        
Conduct
post training staff evaluations to establish impact on productivity and value
for money.

·        
Carry
out HR audits and statutory compliances in key areas of responsibility to
ensure compliance to the HR policy and labour laws.

·        
Generate
monitoring tracker tools for the department in key areas of responsibility and
conduct data analysis against the departmental indicators and metrics.

·        
In
liaison with the HR Manager ensures that all HR queries are handled and the
appropriate support is given.

 

Qualifications, Skills and Experience:

·        
The
applicant must hold a Bachelor’s degree in Social Sciences, Human Resources,
Business Administration, Psychology or other related.

·        
Post
graduate degree is an added advantage.

·        
At least
five years of experience supporting HR operations with 2 years’ experience in
HR Recruitment management in a reputable organization

·        
Experience
providing HR services in a research setting or a grant-funded environment is
desired.

·        
Having
supervisory experience is desired.

·        
Member
of a professional body like HRMAU, CIPD, and CHRM.

·        
Should
have knowledge of Ugandan labour laws.

·        
Ability
to build effective working relationships at all levels.

·        
Excellent
analytical skills and ability to trouble shoot complex issues.
