Job Summary:  The Disaster Risk Management (DRM) Coordinator
will be responsible for leading, strategically influencing, effectively
planning, coordinating, and facilitating provision of technical support and
direction to Oxfam programs in the expanding area of Disaster Risk Management
(DRM) through support to Oxfam Teams. The holder will conduct Capacity
strengthening for country office staff and partner organisations, support to
program start-up, and contribute to proposal development, monitoring and
review. This position supports Oxfam’s leadership and investment in the key
areas of integrating DRR into development and emergency response activities and
measuring the impact of DRR initiatives. 

 

Key Duties and Responsibilities: 

Technical

·       
Capacity
strengthening of Oxfam Technical Staff, Local and National partners, on the
integration of DRM into their respective sectors; and in conducting advocacy
campaigns for principled humanitarian actions

·       
Lead
Oxfam’s disaster readiness across the entire program in Uganda inclusive of
WASH, Food Security /livelihoods, Environment and Gender and Protection work
within the refugees and host community

·       
Conduct
analysis of hazards, threats, vulnerabilities and their causes; Be
risk-informed (i.e. ensure that activities do not aggravate risks or
vulnerabilities, do no harm and are prepared for likely hazards and threats);

·       
Contribute
to building local capacities so that the most vulnerable can cope better with
shocks;

·       
Develop strategies
and implement cross cutting intervention in natural resource management and
social cohesion building to contribute to the achievement to the EUTF

·       
Build
and or strengthen capacities of local governments and selected Local and
National Humanitarian Actors (LNHAs) for humanitarian situational assessment
and integrated Disaster Risk Management (DRM) planning and budgeting.

·       
Produce
new and or updated sector specific risks and vulnerability maps at district and
community level.

·       
Facilitate
LNHAs and Local Governments (LGs) to jointly produce periodic humanitarian
situation assessments and reports.

·       
Facilitate
integrated DRM-development planning and programming for LGs and selected LNHAs
using DRT’s integration model.

·       
Work
closely with relevant partners at the community-level and other partners to
proactively strengthen community-based early warning initiatives.

·       
Ensure
timely and effective implementation of the program according to approved plans
and budgets, regulations and policies

·       
Conduct
needs assessments/vulnerability assessments, and oversee beneficiary
selection/identification process

·       
Ensure
engagement and involvement of affected populations, taking into consideration
protection, environmental aspects and longer-term needs are reflected in the
program’s technical design and implementation.

·       
Scale up
program as appropriate, through partnerships, consortiums, or other modalities,
to ensure vulnerable populations are reached with disaster readiness
interventions.

·       
Accountability
on M&E and Global Indicators, and engagement with donors in including
appropriate DRR indicators in program design

·       
Support
country programs, annual planning and strategic development processes to ensure
the integration of results to build a quality driven focus on DRR &
Resilience, including the development of quality outputs, measures of success
and quality indicators.

·       
Support
with grant/proposal writing and budget development ensuring that risk reduction
and management aspects are integrated

·       
To
facilitate the participatory planning and budgeting process for humanitarian
advocacy campaigns and assist peers and partners as well as managers to do so
effectively.

·       
To lead
design and implementation of a comprehensive and integrated humanitarian
disaster risk advocacy strategy .

·       
Represent
Oxfam in Uganda on all regional and global Rights in Crisis (RiC) campaigns and
tasks.

·       
Explore
key learning resources and establish a humanitarian knowledge and learning
platform at district level that brings together government and non-government
actors

Coordination and
Representation

·       
To
spearhead humanitarian research and advocacy concepts, nexus discourses and
thinking on how to improve effectiveness of humanitarian policy work and
generate impact.

·       
To
develop good working relationship with humanitarian partners/social forces and
their affiliates, social movements and active individuals.

·       
Identify
needs and Support the design of new DRR programs. Find new and manage existing
partners.

·       
Represent
Oxfam to external partners (inter-agency coordination meetings, UN, corporate
or private donors, government representatives) contributing to disaster
readiness and emergency preparedness in Uganda.

·       
Build
and maintain relevant strong relationships with government, UN, and INGO actors
for strategic and programmatic purposes

·       
Enhance
complementarity with other sectors as much as possible, e.g. work to ensure DRR
programming is included and integrated into all new programs

·       
Represent
Oxfam at key humanitarian forums and networks including the CRRF (as advised)
and others as assigned

Management and
Reporting

·       
Support
preparation of annual and quarterly budget planning as relevant to DRM

·       
Ensures
financial regulations and procurement procedures are strictly adhered to

·       
Initiate
procurements within assigned areas of responsibility

·       
Manage
the performance of DRR and environment Officers with support from the Area
Managers.

·       
Manage
short term technical support personnel deployed to support DRM and RiC
campaigns work

·       
Support
documentation of best practices and lessons learnt for sharing

·       
Prepare
quarterly, annual and other reports as required

Qualifications, Skills and Experience: 

·       
The
applicant for the Oxfam Disaster Risk Management (DRM) Coordinator job must be
conversant with international and national humanitarian policy guidelines and
standards including the SENDAI Framework, the Core Humanitarian Standard, the
SPHERE minimum standards, the Grand Bargain Commitments, Charter for Change
(C4C) Commitments, the New York Declaration and the Global Compacts on refugees
and on Migration; National Refugee Policy; National Disaster Management Policy.

·       
Good
contact with Govt, private sector, academia and media are essential.

·       
Sound
understanding of the national political economy and global context with theoretical
understanding on social change process is desirable.

·       
Strong
knowledge National and International humanitarian laws,  policies, strategies, principle , standards

 

Desirable

·       
A
Masters Degree or Equivalent in International Relations, Social Sciences,
Disaster Management or relevant discipline

·       
A
minimum of five years of consistent experience in emergency and humanitarian
policy advocacy and relevant disaster Management work at regional or National
level with substantial working experience in International NGOs at management
level both national and regional

·       
Experience
in humanitarian Capacity strengthening

·       
Experience
in coordinating a technically diverse team
