About US:

Multi Community Based Development Initiative (MUCOBADI) a local NGO
founded in 2000 by Community Development Volunteers to bring development, but in
particular to support people living with HIV to be productive. MUCOBADI is registered
as a Non-Government Organization (S.5914/7569) and is incorporated as a company
limited by Guarantee.

 

About Project:

MUCOBADI is an Implementing Partner of the USAID/Improving Care and
Resilience for Children and Youth Activity (USAID/ICARE) in East Central Uganda
whose goal is to prevent new HIV infections and reduce vulnerability among OVC
and Adolescent Girls and Young Women. The expected results for the project
include; Strengthened and sustained identification, retention and viral suppression
of children and adolescents with HIV, along with caregivers, Improved health
and prospects and reduced risk of violence and HIV for highly vulnerable
adolescents and Strengthened prevention and response to violence against
children and youth.

 

Job Summary:  The
Deputy Chief of Party (DCOP) will offer overall technical direction and
oversight to the activity in terms of design, implementation and monitoring of
interventions. S/he will directly report to COP and support the Chief of Party
and provide technical oversight and leadership in delivering effective OVC
interventions for the project and will manage a team of senior Technical
Advisors. As an expert on OVC, the DCOP will be responsible for program
quality, including the use of QI and the quality of training manuals. S/he will
oversee coordination of field operations through other Managers and ensure that
USAID/ICARE activities meet USAID, MUCOBADI and Local government programming
standards.

 

Key Duties and Responsibilities:  

·       
Oversee
all aspects of technical implementation through leadership and management of
project components

·       
Lead the
USAID/ICARE project team, including the technical specialists/Advisors across
all districts of operation

·       
Manage,
guide, mentor and build the capacity of technical staff

·       
Work
closely with Technical Advisors, the Finance Department, and the COP to ensure
full compliance with MUCOBADI standard operating procedures, USAID policies and
regulations, and national policies and laws

·       
Work in
collaboration with the MEL Director and team to ensure programmatic monitoring
and evaluation in accordance to the award

·       
Support
the COP in programmatic representation, strategic development and quality
control duties; and liaise with USAID and other stakeholders to respond to
their informational, data and monitoring requirements

·       
Review
technical specifications of large procurements to ensure accuracy.

·       
Work in
partnership and coordination with the COP to engage in frequent, routine
communication so that USAID is aware of both progress and potential issues and
solicits assistance and input as needed to ensure that performance meets or
exceeds technical agreement requirements

·       
Ensure
that technical and operational activities are carried out according to USAID
and MUCOBADI’s policies and procedure

·       
Support
the COP in the preparation of annual work plans and ensure technical quality
and cooperation with project staff, USAID and other stakeholders.

·       
Develop
and deliver reports and written documentation related to technical activities
to be reported to USAID, including weekly, monthly, quarterly and annual
reports.

·       
Develop
short-term technical assistance plans and communicate needs to USAID/ICARE and
MUCOBADI management; and monitor work in the field.

·       
Support
communications and knowledge management efforts; drafting technical notes,
documenting best practices and refining success stories

·       
In
absence of the COP, Deputy COP serves as acting COP of the USAID/ICARE
Activity.

 

Qualifications, Skills and Experience:

·       
The
applicant must hold a Master’s Degree or higher in development studies, social
sciences, public health, or a closely related field. Required.

·       
More
than 8 years’ experience with progressively increasing leadership in planning,
implementation, monitoring and evaluation of complex and comprehensive HIV/AIDS
programs in Uganda or similar settings.

·       
Experience
with child welfare and protection programs, systems strengthening, capacity
building, economic strengthening, service delivery, quality improvement or
policy development is required.

·       
Demonstrated
experience in development and implementation of inclusive development programs
that integrate gender, key and other priority populations, youth, AGYW and
other vulnerable children and populations into health projects and services.

·       
Experience
in monitoring, reporting and evaluation of health and OVC programs.

·       
Highly
developed analytical skills to facilitate continuous analysis and
interpretation of program data to discern trends, prompt further operational
research and generate information to enhance routine program adjustments and
adaptation in response to emerging client needs and policy changes.

·       
Experience
and technical expertise in designing and implementing successful facility and
community based integrated health and OVC services

·       
Demonstrated
applied knowledge in Financial management project monitoring skills
