Job Summary: The
Senior Program Officer, for Africa and Implementation Specialist, of the
Digital Financial Services (DFS) will play a key role in the DFS team, ensuring
the quality of projects undertaken by the team, and contributing to the ongoing
innovative progress in this dynamic and growing area. The OI DFS team is
expected to play a role in working with partner financial institutions to pilot
and scale DFS for the poor, with an emphasis on outreach and on-boarding of clients
that have been historically neglected or underserved by DFS, including women,
older clients, and clients of limited literacy.

 

As an implementation
specialist, this role will involve heavy engagement with designated
implementing financial institutions (partner banks and financial institutions)
working with them to ensure on-time delivery of DFS projects and pilots and
delivery of expected outcomes including client service milestones.

 

The role is expected
to draw on past experience of successful implementation of mobile banking,
agent banking, or other digital implementations and is intended to work
alongside (rather than substitute or replace) local teams within partner banks
and financial institutions.

 

Key Duties and
Responsibilities:  

·       Overseeing requirements gathering and
analysis to establish a business case

·       Conducting training of local teams on
specialized areas

·       Guiding a disciplined approach to project
management of new implementations

·       Liaising with other eco-system partners to
ensure successful outcomes

·       Enforcing of collection of KPIs and
monitoring project performance

·       Providing support to ensure DFS operations
are reliable and efficient and contributing positively to the strategy and
operations of the FI’s

·       Working with other teams from Opportunity
(e.g. Agri-finance team, EduFin team) to identify, pilot, and implement new
initiatives through DFS

·       Ensure reporting of KPIs and lessons learned
to stakeholders including donors, as appropriate

 

Key Deliverables

·       Oversee implementation projects for mobile
banking in any remaining operations in Africa

·       Oversee pilot projects to digitize client
outreach projects

·       Supervision of implementing partner work to
ensure compliance and delivery on targets, strategic goals, and donor or
investor deliverables

·       Oversee the building business case for DFS,
including work on financial modeling

 

Qualifications, Skills and
Experience:

·       The ideal candidate must hold a University
degree in applicable field

·       Postgraduate degree desired

·       At least five years of experience in managing
projects, dealing in complex operating environments

·       Experience working in challenging
environments in Africa

·       Fluency in areas of digital finance,
mobile/cellphone banking, and agent banking

·       Sufficient technical fluency to handle
oversight of technical implementation projects

·       Fluent in English (required)

·       Strong written and presentation skills
