About US:

The Women’s
Situation Room (WSR) is a neutral, non-partisan mechanism that mobilizes women
and youth to promote peaceful and democratic electoral processes. The WSR also
promotes the enhanced participation of women in peace building in line with the
United Nations Security Council Resolution 1325.

 

Founded by The Angie
Brooks International Centre in Liberia, the WSR was first implemented in 2011
during the presidential elections in Liberia. It has, since then, been
replicated in Uganda in 2016 and in other African countries including Senegal,
Sierra Leone, Kenya, Nigeria and Ghana. It has been acknowledged as an
effective mechanism for promoting peaceful elections by the United Nations
Security Council and by the African Union, which requested that the WSR be
implemented in all African elections.

 

The WSR involves all
electoral stakeholders in consultative engagements to ensure peace before,
during and after elections. It includes a physical Situation Room where women
are involved in advocacy for peace; political and legal analysis of the
situation; and interventions that may include mediation to avert conflict.

 

The overall
objective of the WSR Uganda 2021 is to promote the full and active
participation of women and youth in ensuring peaceful elections and to
contribute to the strengthening and refinement of the WSR mechanism for
ensuring peace in African elections. The Women’s Situation Room Uganda will be
hosted by Uganda Women’s Network (UWONET); with the Women’s International Peace
Centre serving as the WSR Secretariat.

 

Key Duties and Responsibilities: Under the supervision of the Executive
Director, the National Coordinator will perform the following functions:

·        
Overall
management, oversight, coordination of implementation of programme activities
in line with WSR objectives

·        
Development
of strategies for conflict resolution and mitigation including responses to
election violence

·        
Documentation
of the WSR implementation process and ensure products are in accordance with
set guidelines

·        
Human
Resource management and supervision of team members

·        
Supervision
and monitoring of resource utilization in line with approved institutional and
financial policies

·        
Coordination
of relationships with national partners to support implementation of the WSR,
raise potential problems and provide solutions

·        
Monitoring
the implementation of activities through regular monitoring visits and
documentation of best practices

·        
Monitoring
the expenditure of funds and compliance with rules and procedures

·        
Any
other duties as assigned by the Executive Director.

 

Key Performance indicators:

·        
Ensures
the achievement of outputs and project results in line with the approved WSR
work plan through the day-to-day planning, management coordination and implementation
of activities

·        
Manages
the human and financial resources to achieve quality results as outlined in the
project document, on time and on budget

·        
Analyses
and monitors progress and advises on timely corrective actions for proper
delivery

·        
Leads the
preparation and implementation of work plans

·        
Develops,
oversees and maintains the monitoring and evaluation framework

·        
Ensures
timely preparation of periodic reports as required by donors; quarterly
progress reports to the Steering Committee and Eminent Women; and other reports
as may be required

·        
Ensures
identification of risks and timely updating of risk to the WSR Steering
Committee

·        
Ensures
project quality assurance activities and undertaken in a timely manner

·        
Liaises
in a timely manner with all stakeholders including the Eminent Women, the
Steering Committee and WSR Technical Adviser.

 

Qualifications, Skills and Experience: 

·        
Hold a Master’s
degree or equivalent in social sciences, Economics, Law, Public or Business
Administration; Human Rights, Gender or Women’s Studies, International
Development, Peace and Security or a related field

·        
Minimum
of 10 years of programme management experience in the field of governance and
development

·        
Proven
experience of working with national stakeholders in the areas of good
governance, elections, peace and conflict resolution

·        
Proven
project management experience preferably in the non-profit sector with sound
knowledge and experience in all aspects of project cycle (design,
implementation, monitoring and evaluation)

·        
Proven experience
in partnership building, coordination and networking

·        
Strong
analytical ability

·        
Strong
written and oral communication skills

·        
Experience
in implementing projects in different regions in Uganda is an asset

·        
Experience
working with a Non-Governmental Organisation (NGO) and/or an International NGO
working on peace and security is an advantage.

·        
Languages:
Fluency in English is required
