Job Summary:  The PDQ team at Save the Children Uganda is
responsible for ensuring strong thematic leadership in 4 core sectors:  Child Protection and Child Rights Governance,
Education, Health and Nutrition and Youth and Livelihoods. The Head of CP and
CRG is a senior leader within Save the Children Uganda and serves as the
thematic, strategic and technical leader of SC’s entire CP and CRG portfolio.
The role holder currently line manages 3 staff members and works daily and
closely with other thematic leads as well as directly with the Head of MEAL and
the Programme Development and Resource Mobilization Manager. The role holder
will have to contribute daily to the five functions of PDQ:  Technical/Thematic Leadership, Fundraising,
MEAL, Strategic Leadership, and supporting Advocacy and Communications. All
programming developed or adapted must adhere to SC’s theory of change focusing
scale, voice, innovation and partnership.

 

In the event of a
major humanitarian emergency, the role holder will be expected to work outside
the normal role profile and be able to vary working hours accordingly.

 

Qualifications, Skills and Experience:

·       
The
applicant for the Save the Children Head of Child Protection and Child Rights
Governance job must hold a Master’s Degree in a relevant Humanities Field
(Social Sciences, Social Work and Social Administration, Education, Arts,
Psychology, Law, Development Management/Studies) or the equivalent professional
Child Protection and Child Rights Governance experience.

·       
Significant
(at least 10 years) professional experience of working at a senior advisory
level in CP, Human Rights or Gender and working in complex contexts, across the
Humanitarian and Development spectrum of programming. Specific experience in
Child Protection in Emergencies (CPiE) is highly valued.

·       
Strong
commitment to capacity building and coaching of colleagues and partners

·       
Experience
in Mental Health and Psychosocial Support especially in Emergencies is an added
advantage.

·       
Substantial
progressive, professional-level experience at the senior management level.

·       
A strong
willingness to adopt a partner and system strengthening approach to our work
and relevant experience with such approaches (system strengthening and
partnership)

·       
Experience
accompanying and negotiating with partners and government counterparts

·       
A
demonstrated ability to substantively contribute to highly technical,
innovative and quality proposals, log frames and budgets—a strong willingness
to think creatively, innovatively and strategically is an absolute must for
this position.

·       
Strong
report writing skills, including strong and robust skills in the analysis of
data and evidence to ensure thorough clear explanations of successes,
challenges and learning

·       
Fluent
in written and spoken English.

·       
Substantive
experience in child safe guarding, Prevention of Sexual Exploitation and Abuse,
Child Labor issues, Information Management, specifically CPIMS.

·       
Excellent
time management and planning capacity.

·       
Good
interpersonal skills with the ability to communicate with impact, and negotiate
clearly and effectively at all levels, taking into account cultural and
language difficulties.

·       
Proven
experience of living and working in insecure environments, able to follow
security guidelines

·       
Experience
in promoting and mainstreaming Child Rights Based programming in programme
design, implementation and evaluation.

 

Desirable

·       
The
ability to use existing local government and other technical expertise where
applicable.

·       
High
level of computer literacy

·       
Ability
and willingness to travel regularly into the field.

·       
Knowledge
of donor financial policies and guidelines
