Job Summary:  The District Technical Officers (DTO) will be
responsible for the overall coordination of USAID RHITES-E Activity integrated
health initiatives (HIV/AIDS/TB services: HTS, PMTCT, VMMC, Care and treatment
Lab and MCH) in the district of allocation. S/he will ensure the implementation
of the RHITES-E and District specific workplan and interventions in the focus
districts and maintain collaborative relationships with DHMT, facilities and
other implementing partners to enhance the capacity of district and facility
staff to carry out essential services and ensure adherence to Government of
Uganda (GOU) and USAID technical and ethical guidelines/policies.

 

Key Duties and Responsibilities:  

Technical Assistance on the Key Thematic Areas (20%)

·       
Summarize action points from the technical
assistance provided in HIV/AIDS/TB services which include HTS, PMTCT, VMMC,
Care and treatment and Lab service areas for follow up

·       
Develop daily feedback mechanisms to monitor
activities implemented under HIV/TB services

·       
Document and follow up issues arising from DHTs
facilities, CBOs and other community structures

·       
Map out interventions to ensure effective
delivery of HIV/AIDS/TB services to the target populations

·       
Design, monitor and report on key activities
related to HIV/AIDS/TB Prevention, Care and Treatment

Mentorship and Coaching Activities (20%)

·       
Prepare activity reports on mentorship, coaching
and QI learning sessions for HCWs at the Health Facilities

·       
Design HIV/AIDS and TB capacity building
interventions and monitor results in line with the SOPs

·       
Develop district mentorship schedules with a
focus on key activities related to HIV/AIDS/TB Prevention, Care and Treatment,
VMMC and Lab

·       
Conduct weekly/monthly integrated mentorship
activities in all targeted facilities within the district

·       
Compile mentorship reports with a focus on key
HIV/TB identified areas of growth

Quality Assurance of HIV/AIDS/TB Services at Facilities Supported and
Corrective Action (20%)

·       
Take lead in building the capacity of district
QI committees to enhance their functionality

·       
Initiate Quality Improvement/ assurance projects
for HIV/AIDS/TB services within the district of operation

·       
Develop monitoring and evaluation systems for
all Quality Improvement projects within the district area of operation

·       
Compile monthly/quarterly QI reports for all the
established QI project

Project Monitoring and Reporting (20%)

·       
Document best and promising practices on uptake
of integrated HIV/TB services and share with the Cluster Technical Manager

·       
Provide monthly reports (progress against
planned activities) of project activities to the Cluster Technical Manager as
per agreed schedule.

·       
Prepare quarterly and annual reports of project
activities (progress against delivery of outputs and achievement of outcomes,
etc) to the Cluster Technical Managers per agreed schedule.

·       
Work with the MEL team and the health facilities
to ensure 100% reporting, accurate and correct data on a
weekly/monthly/quarterly basis.

District Level Coordination and Partnerships (20%)

·       
Report on a variety of programmatic, financial,
administrative and logistics needs that arise from the clusters

·       
In collaboration with the district leadership
develop a district specific work plan and support the district to implement it
and achieve the stated deliverables.

·       
Serve as the liaison between the RHITES-E
cluster offices and the district leadership, including the DHO, DHMTs, health
facilities and other implementing partners.

·       
Build lasting strategic partnerships and
networks for accelerated epidemic control in the Cluster area

·       
Participate in key district led activities
especially performance review, DHT, partner coordination meeting and budget
conferences

·       
Support district level collaboration, learning
and adapting (CLA) efforts by synthesizing implementation progress/results, documenting
and disseminating these best practices and lessons learned. 

 

Qualifications, Skills and Experience:

·       
The applicants for the IntraHealth International
District Technical Officer jobs must hold Bachelor’s degrees in Nursing, Public
Health, MBChB, Social Sciences, Clinical Medicine or relevant degree plus four
(4) years of relevant professional experience managing and implementing health
service delivery programs.

·       
Proven understanding of the District Health
System.

·       
Proven experience implementing Quality
Improvement initiatives and conducting health facility mentorships will be an
added advantage.

·       
Demonstrated ability to work effectively with
government representatives, private for-profit.

·       
Proven technical knowledge and skills in HIV
Care and Treatment, Family planning, Maternal Child Health services, QI and
understanding of HSS.

·       
Excellent communication skills in both spoken
and writing

·       
Good Computer skills in MS packages especially
word and excel

·       
Excellent inter-personal skills and ability to
integrate in a team

 

Desired requirements in addition to the above:

·       
Master’s degree in Public Health.

·       
Experience and understanding of CSO sub
award/sub grant management will be an added advantage.

·       
Prior working experience in Karamoja sub region
is an added advantage
