About US:

The Women’s
Situation Room (WSR) is a neutral, non-partisan mechanism that mobilizes women
and youth to promote peaceful and democratic electoral processes. The WSR also
promotes the enhanced participation of women in peace building in line with the
United Nations Security Council Resolution 1325.

 

Founded by The Angie
Brooks International Centre in Liberia, the WSR was first implemented in 2011
during the presidential elections in Liberia. It has, since then, been
replicated in Uganda in 2016 and in other African countries including Senegal,
Sierra Leone, Kenya, Nigeria and Ghana. It has been acknowledged as an
effective mechanism for promoting peaceful elections by the United Nations
Security Council and by the African Union, which requested that the WSR be
implemented in all African elections.

 

The WSR involves all
electoral stakeholders in consultative engagements to ensure peace before,
during and after elections. It includes a physical Situation Room where women
are involved in advocacy for peace; political and legal analysis of the
situation; and interventions that may include mediation to avert conflict.

 

The overall
objective of the WSR Uganda 2021 is to promote the full and active
participation of women and youth in ensuring peaceful elections and to
contribute to the strengthening and refinement of the WSR mechanism for
ensuring peace in African elections. The Women’s Situation Room Uganda will be
hosted by Uganda Women’s Network (UWONET); with the Women’s International Peace
Centre serving as the WSR Secretariat.

 

Key Duties and Responsibilities: Under the supervision of the National Youth
Coordinator, the Regional Youth Coordinator will perform the following
functions:

  • Support to the development of the Youth Engagement Strategy for the
    WSR and facilitate engagement with youth – Civil Society Organisations and
    platforms in one of the regions (Eastern, Western or Northern)
  • Provision of advice on issues related to the WSR youth work
  • Serving as the focal point for incorporating youth engagement into
    the WSR regional strategy
  • Liaison and engagement with the Ministry of Youth, Ministry of
    Education, Ministry of Gender, and other public institutions at District
    level on relevant issues and strategies for youth empowerment during the
    electoral process
  • Liaison with the WSR Secretariat team, both in the region and at the
    main office for relevant advice on youth issues
  • Participation in project planning meetings and regularly updating
    project work plans in collaboration with National Youth Coordinator
  • Support to the coordination and facilitation of youth training,
    Youth Peer to Peer activities and peace advocacy campaigns in the region

 

Qualifications, Skills and Experience: 

  • The applicant must hold a degree or professional qualification in:
    Peace and Security Studies, Public Administration and Management; Development
    Studies; International Relations, or a relevant field
  • At least 3 years’ experience of working in a relevant field,
    including demonstrable experience in project planning and management
  • Excellent understanding of youth and civil society issues in Uganda
    and demonstrable experience working with youth;
  • A good understanding of key political, social and economic issues in
    Uganda, and an interest in conflict prevention, peace-building and
    governance programming involving young people
  • Experience of working in peace-building will be an advantage
  • Experience in monitoring, learning and evaluation is desirable
  • Experience in working on youth policy and with youth networks; as
    well as in engagement with government will be an advantage.
  • Languages: Fluency
    in English is required. Knowledge of languages spoken in the region is an
    added advantage.
