Job Title:      TVET Specialist (2 Job Placements)

of TVET Secretariat

About US:

In 2019, the Government of Uganda approved a TVET policy (2019)
as one of the key documents to guide the reform in TVET sector in Uganda. The
policy lays a foundation for a TVET System that is flexible to the changing
labor market demands. The Policy also provides for a: structure to coordinate,
regulate and harmonize TVET at all levels; framework for resource mobilization,
utilization and sustainability for quality TVET provision and delivery; and,
career path and linkages between general education and TVET. ln addition, the
policy provides the basis for reviewing and harmonizing the current laws.

Job Summary:  The TVET Specialist will provide technical
support and guidance in the area of specialty.

Key Duties and Responsibilities:  

·       
To conduct research, analyze existing TVET
documents and develop TVET Technical Papers, including but not limited to:

o  
TET Qualifications Framework;

o  
TVET Financing arrangements;

o  
institutional Framework for TVET delivery;

o  
Communication and Marketing Strategy for T/ET;

o  
Labour Market Information System; and

o  
Any other TVET Technical paper.

·       
To refine/develop and support the TVET
Secretariat activities in line with the TVET Secretariat Workplan;

·       
To provide quality technical advice on key
T/ET-related matters;

·       
To support preparation of the progress reports
for the Secretariat activities;

·       
To attend and actively participate in the
regularly scheduled meetings of the WET Secretariat and ensure implementation
of the agreed actions; and

·       
To perform any other duties as may be assigned
by the Head of the Secretariat.

Qualifications, Skills and Experience:

·       
The applicant must hold a Higher National
Diploma or Hons Bachelor‘s Degree in TVET area.

·       
A Master’s degree in any TVET related area.

·       
Should have at least 8 years of progressively
responsible professional work experience in vocational training (WET) or
institutional development, preferably with experience in conducting studies in
related fields of TVET.

·       
Must have working experience on matters of ‘D/ET
reforms and supporting similar assignments in public sector or large
non-governmental or international Cooperation Agencies. The Specialist shall
also be experienced in designing and implementing WET interventions in the
areas of curriculum development, assessment and certification, Developing
Qualifications Frameworks, and Training Institution reforms.

Proven ability to conceptualize, plan and
execute ideas, as well as impart knowledge and teaching skills.

·       
Proven ability to work both independently and as
part of a team as well as deliver under pressure.

·       
High level of honesty, integrity and
versatility.

·       
High Organizational capability
