About US:

The Petroleum
Authority of Uganda (PAU) is a statutory body established under Section 9 of
the Petroleum (Exploration, Development and Production Act 2013, and in line
with the National Oil and Gas Policy for Uganda which was approved in 2008. The
PAU’s mandate is to monitor and regulate the exploration, development and
production, together with the refining, gas conversion, transportation and
storage of petroleum in Uganda. This includes ensuring that petroleum
operations in Uganda are carried out in accordance with the relevant laws,
regulations, guidelines, statutes and in line with international best practice
for the petroleum industry.

 

Job Summary:  The Manager Planning Monitoring and Evaluation
will oversee the development, Monitoring and Evaluation of the PAU Corporate
Strategy and Business Plans in accordance with the Corporate Strategic
Framework and applicable Legislations in order to provide accountability for
resources and support for informed management decisions.

 

Key Duties and Responsibilities:  

·       
Develop and review the PAU Strategy development and
management framework that guides corporate strategy Implementation and
execution

·       
Monitor the implementation and performance of the strategy
development and management framework to enhance efficiency and prepare periodic
reports that guide management on areas of improvement. 

·       
Coordinate the preparation of the performance reports to
support decision making and provide accountability.

·       
Develop the PAU corporate plan to have clear and precise
drivers and guide the organization’s long-term strategic focus.

·       
Coordinate the development of the PAU Business plan in
order to operationalize the corporate plan and provide strategic focus.

·       
Coordinate the development of the Budget framework paper
in order to account for PAU performance and provide input in the budgeting
process.

·       
To monitor and evaluate the implementation of the PAU
Strategic plan and annual work plan

·       
To initiate and monitor the progressive development of the
planning process within various organs of the PAU.

·       
Engage the relevant stakeholders for their input into the
M and E framework and engage management for approval

·       
Periodically review and update the framework to ensure
that reporting standards are aligned to business dynamics

·       
Research on best practice corporate planning, performance
reporting, monitoring and evaluation to enhance effective and efficient
corporate reporting

·       
Coordinate data collection to validate work plan
performance through surveys and other applicable means

·       
Coordinate the development of the action log and
monitoring of implementation of recommendations

·       
Coordinate the preparation, documentation, review and
submission of periodic progress reports to relevant internal and external
stakeholders.

·       
Provide technical support to projects in developing log
frames, indicators, baselines and data collection tools, project plans to
ensure that the projects and the resources thereof are effectively managed and
accounted for.

·       
Plan and budget for resource requirements in the business
Unit and monitor the usage to ensure efficiency

·       
Provide support supervision to subordinate staff.

·       
Perform any other duties as may be assigned from time to
time.

 

Qualifications, Skills and Experience:

·       
The
applicant for the Petroleum Authority of Uganda (PAU) Manager
Planning Monitoring and Evaluation
job placement must hold a 
Master’s Degree in Statistics or Economics with a
component of Monitoring and Evaluation obtained from an internationally
recognized University.

·       
Bachelor’s Degree in Statistics, Economics, Business
Administration, Physical Science or Engineering obtained from an
internationally recognized University 

·       
Post Graduate Training in Economic Planning and Management
is desired

·       
Certified Project Management Specialist is an added
advantage

·       
At least seven (07) years working experience in the area
of Performance Reporting, Project Management, Monitoring and Evaluation, 5 of which
attained at middle management level in a big organization

·       
Proven experience in the application of statistical data
analysis tools such as epi-Data, STATA, SPSS

·       
Effective Communication and Presentation Skills

·       
Possession of Personal drive to deliver results with or
without supervision

·       
Ability to apply flexibility and diplomacy in the
execution of given assignments

·       
Strong Lobbying and Negotiation skills

·       
Possession of Information Technology Skills, specifically
statistical data Analysis tools

·       
Understanding of development partners working environment

·       
Demonstrated strong team leadership skills
