About US:

Teach A Man To Fish believes that education is the key to tackling global youth unemployment and poverty.

Teach A Man To Fish aims to eradicate poverty by supporting young people in developing countries to develop skills and knowledge for economic empowerment. We support schools, youth groups, NGOs and training centres to establish enterprises – from eggs to grain storage, crafts to a hotel. These enterprises serve both as learning platforms, and as income-generating activities for the organisation, as young people work on the businesses alongside their academic education. In this way, young people learn valuable business and entrepreneurial skills and the school has the ability to raise additional funds in a sustainable way.

About ECW Project:

Education Cannot Wait is a fund which supports the provision of education in emergency settings. In Uganda, Education Cannot Wait support interventions by a network of (I)NGOs to provide education through the provision of infrastructure, teachers and linked interventions including MHPSS and SRH education.

Teach A Man To Fish’s project will contribute to the Education Response Plan by providing a targeted intervention in 60 schools, equipping teachers with a practical methodology to support students to develop valuable entrepreneurship and life skills.

Objectives of Consultancy

Overall Objectives

·        To build the capacity of Teach A Man To Fish’s ECW team in inclusive programming

·        To advise on inclusive adaptations to the School Enterprise Challenge methodology and key tools and resources

·        To review educational materials and training in promoting inclusion while reducing barriers to learning

·        To advise on how TAMTF and the schools can make use of budget for inclusive for adaptations to materials and to school businesses 

·        To conduct sensitization of PTAs and SMCs on special and inclusive programming

Specific Objectives

·        Teach A Man To Fish ECW team’s understanding of disability inclusion programming for education in emergencies is strengthened

·        Teach A Man To Fish ECW team have increased capacity to apply guidelines, policies and best practice for inclusive programming to the ECW project

·        Teach A Man To Fish has clear, actionable recommendations for how existing School Enterprise Challenge lesson guides (14 x 80 minute modules) can be strengthened to support active participation by PWDs and support educators to deliver the programme in a disability inclusive way

·        Teach A Man To Fish has clear, actionable recommendations for how existing teacher training materials and methodology can be strengthened to provide a disability inclusion perspective and support educators to deliver the programme in a disability inclusive way

·        Teach A Man To Fish has clear, actionable recommendations for how existing School Enterprise Challenge M&E tools and make recommendations for how the tools and methodology can be more inclusive and ensure that the perspective of PWDs is captured in the data collected

·        The project budget includes funding for inclusive adaptations to core programme materials and an inclusive adaptation grant for participating schools. The consultant will deliver a clear, actionable recommendation for :

o   Adaptations to core programme materials that can be made within budget

o   Ways in which schools may use their inclusive adaptation grant to improve participating in programme activities by PWDs

o   Teach A Man To Fish has clear, actionable recommendations for how the ECW proposal and work-plan can be strengthened to inclusive outcomes where possible

o   Teach A Man To Fish and schools are advised on how to make use of budget for inclusive adaptations to materials and school businesses

Methodology

Desk research

Desk-based review of:

o   Teach A Man To Fish/School Enterprise Challenge documentation

        School Enterprise Challenge fliers, bronze level lesson guides, report templates and marking schemes

        School Enterprise Challenge training materials including facilitator notes, PPTs and handouts

        Teach A Man To Fish ECW proposal and implementation plan 

        Teach A Man To Fish M&E tools including teacher/student advisory panel questions, focus group semi-structured interview tool, skills builder, business pop quiz, household survey and participant follow-up

o   Relevant policies/standards/guidelines on disability inclusion programming for education in emergencies

        This may involve review of literature available on relevant websites including but not limited to www.reliefweb.int , www.spherestandards.org and relevant OCHA and UNICEF sites

Key informant interviews with Teach A Man To Fish staff & ECW Secretariat Key informant interviews with 4 Teach A Man To Fish staff (gender balanced), including members of the programmes and M&E team as well as a member of senior management and a representative from the ECW Secretariat to understand current perspectives on Teach A Man To Fish’s programming with respect to inclusion and collate feedback on areas of weakness and/or solutions to strengthen these.

Delivery of report with recommendations for adaptation of programming for Teach A Man To Fish ECW project

·        Delivery of report with recommendations for adapting documents outlined in 4.1 in line with feedback, recommendations and best practice including:

·        Recommendations for how existing School Enterprise Challenge lesson guides (14 x 80 minute modules) can be strengthened to support active participation by PWDs and support educators to deliver the programme in a disability inclusive way

·        Recommendations for how existing teacher training materials and methodology can be strengthened to provide a disability inclusion perspective and support educators to deliver the programme in a disability inclusive way

·        Recommendations for how existing School Enterprise Challenge M&E tools and make recommendations for how the tools and methodology can be more inclusive and ensure that the perspective of PWDs is captured in the data collected

Recommendation for:

·        Adaptations to core programme materials that can be made within budget

·        Ways in which schools may use their inclusive adaptation grant to improve participating in programme activities by PWDs

·        Recommendations for how the ECW proposal and work-plan can be strengthened to support inclusive outcomes where possible

Training

Delivery of a training (max 2 days) for Teach A Man To Fish ECW team covering key disability inclusion issues in education in emergencies, theory and practice of inclusive programming and practical activities to support participants to reflect on 

how to apply these principles to the ECW programme. The consultant will need to plan to deliver the training online via Skype/Google Hangouts or similar in case current COVID-19 operational restrictions are still in place. The consultant will make a recommendation on the length of this training in order to achieve the objective. The consultant is free to suggest alternative methodologies for delivery of same content e.g mixed methods including self-study combined with facilitated reflection sessions.

Presentation of report

Once the report is signed off, the consultant will hand over the resources to TAMTF and conduct a short presentation, highlighting the proposed changes to the resources, with recommendations for introducing them to facilitators and beneficiaries under the programme.

Budget and payment schedule

The total available budget is 30,405,978 UGX. A value for money analysis on the bids will be done and a consultant with a lower price may be chosen.

This budget includes consultant day rates plus all incidental costs including but not limited to transport, accommodation, subsistence, stationery as well as related taxes and license fees. This applies to all activities except where expressly stated that Teach A Man To Fish will provide any of the above in kind.

Profile and Qualification of the Consultant

The consultant(s) will have the following competencies and skills:

·        Bachelors’ Degree or Post-graduate qualification in Special and Inclusive Education/education/social studies/development studies/humanitarian affairs or similar related area. Additional training or experience in inclusive programming is key.

·        Demonstrated track record of conducting consultation and review of programme materials and programme design from an Inclusive angle

·        In-depth understanding of disability inclusion issues in education-in-emergencies

·        In-depth understanding of the educational context in refugee settlements in Uganda

·        Understanding of entrepreneurship education and soft skills development in an educational context

·        Established track record in delivering high quality outputs within agreed timeframe

·        Strong communication and client relationship management skills

·        Excellent English language skills, both written and spoken

·        Experience of training INGO staff
