The National
Information Technology Authority-Uganda (NITA-U) was established as a statutory
body under the National Information Technology Authority, Uganda Act, 2009 as
one of the key players in the Information and Communications Technology Sector.
Its mandated is to coordinate, promote and monitor IT development within the
context of national social and economic development, with a vision as “a
facilitator of a knowledge-based, globally competitive Uganda where social
transformation and economic development is supported through IT enabled
services.”

Job Summary:  The Procurement Specialist will be responsible
for coordinating and monitoring the procurement and disposal activities of
National Information Technology Authority-Uganda in accordance with PPDA
regulations and donor guidelines, particularly to ensure that adequate and
quality goods, services and works are acquired competitively, transparently and
economically.

Key Duties and Responsibilities:  

·       
Coordinate
the procurement and disposal functions of NITA-U in consultation with
Procurement Manager in line with PPDA regulations and donor guidelines.

·       
In
consultation with the user directorates and Procurement Manager prepare, review
and adjust NITA-U procurement plans.

·       
Coordinate
with the user departments in preparation of statement of requirements and offer
the necessary advice.

·       
In
consultation with user departments and Procurement Manager prepare bidding
documents for acquisition of goods, works and services.

·       
Coordinate
market surveys for trends in prices, potential suppliers, availability and
quality of items and exploit potential savings in the procurement and disposal
processes.

·       
Participate
and provide procurement guidance during the evaluation of bids and supplier
selection process, post qualification and contract negotiations.

·       
Prepare
monthly reports and quarterly reports for management, Contracts Committee and
PPDA.

·       
Provide
procurement guidance in preparation of contracts and ensure that they are
forwarded to Solicitor General (SG) and organise contract signing after SG’s
clearance.

·       
Conduct
regular performance appraisal of providers to ensure that contracts are
performed to quality, timely and in the most cost effective manner.

·       
Develop
and maintain NITA-U asset register in collaboration with the Finance
department;

Qualifications, Skills and Experience:

·       
The
ideal candidate for the NITA-U Procurement Specialist job placement should hold
a Bachelor’s degree in Procurement/Purchasing and supplies management,
Economics, Commerce, Business Administration or their equivalent from a
recognized university;

·       
Full
membership of Chartered Institute of Purchasing and Supply (MCIPS) or Post
graduate qualification in procurement and supply management.

·       
At least
four (4) years proven working record gained while serving with a reputable
public or private or donor funded organization in the area of procurement and
disposal

·       
Demonstrable
knowledge of PPDA regulations or donor funded projects guidelines.

·       
Interpersonal
Skills (Presentation, communication, negotiation)

·       
Analytical
skills, procurement procedures skills, negotiation skills, communication skills
Demonstrable supervisory skills, record keeping skills, customer relations, and
computer skills.
