Job Summary:  The Cash & Market based Project Manager is
responsible for implementing the delegated Cash & Market based programme
portfolio.

Key Duties and Responsibilities:  

·       
Support
the development and periodic reviews of the Cash SOPs at country level with
support staff, Area Managers and Core Competencies.

·       
Responsible
for supporting / undertaking situation analysis for cash programme feasibility
(including market analysis) including gender analysis, protection risks and
needs, as per country strategy.

·       
Ensure
that a digital alert system is in place with the support of the information
management officer and that collected information is analysed, disseminated and
acted upon as appropriate

·       
Support
the use of digital communication hub as part of the community communication and
engagement strategy within the Cash and Voucher Assistance response

·       
Contribute
to the institutionalization of CVA and MBP though capacity building and
interdepartmental engagement.

·       
Lead/
support periodic and need-based market assessments to inform market based
programme project activity design decisions.

·       
Validate
programme tools related to NRC CVA and MBP, support field and support staff and
AM/APM in the elaboration of planning documents (procurement plans, work plans,
M&E plans) and the monitoring of cash and voucher assistance and MBP
activities.

·       
Proactively
engage in processes to pre-position NRC Uganda for funding opportunities, to
scale up high impact interventions as well as piloting of innovations. This
will include concept note preparation as well as leading or participating in
proposal writing teams across sectors/core competencies.

·       
Lead the
inclusion of CVA and MBP within (and across) NRC core competency responses,
where appropriate.

·       
Responsible
for donor management and networking to create opportunities for learning,
consortia besides compliance for financial agreement.

·       
Support
budget development and monitoring Innovate and promote the uptake of
appropriate technologies that enable NRC Uganda to deliver CVA and MBP
interventions better.

·       
Engage
in externally-oriented actions to the extent that they promote/benefit NRC
strategic intentions, including dissemination of best practice, influencing
decisions at Cash Working Group and clusters, and capacity building for
stakeholders.

Qualifications, Skills and Experience:

·       
The
ideal candidate for the Norwegian Refugee Council (NRC) Cash & Market Based
Project Manager job must have three years of experience from a senior level
project implementation position in a Cash and Markets Programming in
humanitarian/recovery context

·       
Advanced
knowledge and skills in market analysis, cash-based interventions and
market-based programmes

·       
Knowledge
of the context in Humanitarian Response and recovery programming.    

·       
Experience
with start-up and exit of cash and voucher assistance and market based

·       
Experience
working in complex and volatile contexts

·       
Documented
results related to the position’s responsibilities

·       
Knowledge
about own leadership skills/profile

·       
Fluency
in English, both written and verbal with high proficiency

·       
Valid
driver’s license 

·       
Ability
