Job Summary:
The Technical Advisor II – Pediatric and Adolescent HIV Care and Treatment
Quality Improvement Initiative will ensure overall technical and programmatic
focus of the Pediatric and Adolescent Quality Improvement (QI) collaborative
initiative to increase case identification, linkage & retention in care and
treatment of children and adolescents living with HIV (C/ALHIV)). This advisory
role will involve coordinating and providing technical input to the pediatric
QI collaborative aimed at rapidly improving outcomes along the pediatric HIV
clinical care cascade. It will requires building strong and effective
partnerships with the Ministry of Health, District Health Teams (DHTs), and
Facility-level QI teams, Implementing Partners (IPs), Faith¬Based Organizations
(FBOs), Civil Society Organizations (CSOs), Community-Based Organizations
(CBOs) and the Senior Coordinator, eMTCT (MoH/CHAI) to implement intensive
pediatric care support in the high burden FASTER priority health facilities.
The Technical Advisor will coordinate and oversee the work of the pediatric
coaches who will provide mentorship at priority sites.

Key Duties and Responsibilities:

·       
Provide
overall management and coordination of the pediatric and adolescent QI
collaborative initiative including design, implementation, partner relations,
deliverables, accountability, problem – solving and escalation of needs.

·       
Collaborate
with the MOH/ACP technical teams and provide technical assistance in planning,
implementing, and monitoring the QI interventions aimed at improving outcomes
in the clinical cascade for HEI/EID, pediatric and adolescent HIV care and
treatment.

·       
Contribute
to capacity strengthening initiatives in the CRS/FASTER pediatric and
adolescent HIV care and treatment programming through development of learning
and training strategies and agendas/ curricula, conducting trainings, mentoring
and coaching to staff in the FASTER supported sites.

·       
Contribute
to knowledge management and learning, through collecting and analyzing of
program data, evaluating strategic projects, assisting with measuring the
pediatric program impact.

·       
Establish
and maintain relationships with donors, peer organizations, faith-based
organizations, research and other institutions and participate in forums in the
area of pediatric and adolescent HIV care and treatment capacity and QI to
collect and share best practices and promote CRS’ work.

·       
Submit
weekly reports to the FASTER Project Director (PD), the MOH and CDC on
Performance of FASTER priority sites along the Pediatric & adolescent HIV
care and treatment cascade.

Qualifications, Skills and Experience:

·       
The
ideal applicant for the Catholic Relief Services (CRS) Technical Advisor II –
Pediatric and Adolescent HIV Care and Treatment Quality Improvement Initiative
job must hold a Master’s Degree in Pediatrics, internal medicine, public
health, epidemiology, or a related field. Required.

·       
At least
five years’ experience in an advisory or management role with progressive
responsibilities, with minimum of three years work in programming interventions
in pediatric & adolescent HIV care and health systems strengthening.

·       
In-depth
knowledge of Uganda health systems & structures for provision of HIV
services, knowledge of Uganda HIV care, treatment and prevention guidelines,
DSD Models, pediatric ART optimization and national QI framework and methods.

·       
Experience
in capacity building that includes mentoring, coaching, facilitation and
training while applying adult learning principles and practices.

·       
Experience
with program monitoring and evaluation, including use of data to inform
planning, applying data collection tools and methodologies, data analysis, and
data presentation.

·       
Experience
and skills in building strong professional collaborations networking and
relations with USG/PEPFAR, government agencies, MOH officials, peer
organizations, NGOS. Understanding of partnership principles.

·       
Proficient
in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications,
information and budget management systems, knowledge-sharing networks.

·       
Excellent
relationship management skills with ability to influence & obtain buy-in
from people not under direct supervision and with people from diverse
geographical, professional & cultural settings.

Strong
strategic, analytical, problem-solving and systems thinking skills with capacity
to see the big picture and ability to make sound judgment, and work effectively
in a demanding environment.

written and oral communication skills
