About US:

GIZ-RELAPU is a
bilateral project of the Republic of Uganda and the Federal Republic of Germany
funded by the German Ministry of Economic Cooperation and Development (BMZ).
RELAPU aims “to improve access to land as a key precondition for poverty and
hunger reduction in rural areas for certain population groups, especially for
women and marginalized groups, in Central and Eastern Uganda”. GIZ-RELAPU
received co-funding by the European Union for the implementation of a project
component on Improvement of Land Governance in Uganda on private Mailo (ILGU)
in the districts of Mubende, Kassanda and Mityana in Central Uganda and a
second co-funding by the European Union for Promoting Responsible Governance of
Investments in Land (RGIL). 

Key Responsibilities: The Field Expert on Awareness Raising and Communication and on Land
Tenure and Management is responsible for:

·       
The
conceptual review and implementation of the Continuous Awareness Raising and
Information Dissemination (CARID) strategy.

·       
Coordination
of alternative land dispute resolution among partners and community members on
mailo tenure.

·       
Implementation
of the visibility plan of the project.

·       
The
close collaboration with the MLHUD, District and local government Authorities,
Land-related NGOs/CBOs, and other Development Partners and the support to
coherent approaches.

·       
Ensuring
regular reporting on project progress on output indicators, innovations and
results or outcomes.

·       
Mainstreaming
gender sensitive approaches.

Key Tasks: The
Field Expert on Awareness Raising and Communication and on Land Tenure and
Management performs the following tasks:

·       
Facilitate
and organize the communication, awareness raising and alternative dispute
resolution (ADR) efforts of the project

·       
Close
liaison with local government and non-government partners in Mubende, Kassanda
and Mityana districts as well as the Ministry of Lands, Housing and Urban
Development on reviewing and implementing a comprehensive communication,
awareness raising and alternative dispute resolution strategy.

·       
Technical
advice to partner organisations from civil society organizations, traditional authorities,
private investors and state and local administrations representatives on
communication, awareness raising and ADR on land management and land rights
issues.

·       
Identification
of training needs and collaboration with Field Expert on Capacity Development
on the development of training courses and capacity building.

·       
Negotiation,
management and supervision of implementation of tenders with partner
organisations for awareness raising, communication and ADR activities.

·       
Active
participation in and organisation of multi-stakeholder dialogues and other
platforms on land management and VGGT application in the region.

·       
Enhance
collaboration with other partners and projects working on lands issues.

·       
Ensure
particular focus is given to rights of women and marginalized groups.

·       
Initiate
and oversee the implementation of Certificates of Occupancy efforts by the
project

·       
Initiate
and coordinate partnerships for the issuance of certificates of occupancy.

·       
Identify
sub-counties for the issuance of certificates of occupancy in close
consultation with local authorities and the Ministry of Lands, Housing and
Urban Development.

·       
Undertake
capacity needs assessment for the issuance of certificates of occupancy in
liaison with the field expert on capacity development

·       
Monitor
progress of activities, outputs and outcomes of the issuance of certificates of
occupancy.

·       
Implementation
of responsible land policy

·       
Organization
of multi-stakeholder dialogues between civil society organizations, traditional
authorities, private investors and representatives of the state and local
administrations on good land governance following the “Voluntary Guidelines on
the Governance of Tenure” (VGGT).

Other
duties/additional tasks

·       
Support
to conflict management and conflict resolution processes on conflicts arising
in the course of land inventory procedures.

·       
Other
duties and tasks at the request of project team leader.

Qualifications, Skills and Experience:

·       
The
applicant must hold a University degree in public relations and communication,
land management or relevant field with proven knowledge in communication and
land management in Uganda

·       
Minimum
5 years’ professional experience in the preparation and implementation of
communication, awareness raising and implementing ADR strategies.

·       
Experience
in the context of securing land rights in rural Uganda is an advantage

·       
Work
experience in Mityana, Kassanda and Mubende or adjacent regions would be an
asset.

·       
Very
good knowledge of English and Luganda languages.

Other knowledge,
additional competences

·       
Good working
knowledge of ITC technologies and related software (Photoshop, GIS, design
software, etc.) and computer applications (e.g. MS Office).

·       
Strong
understanding of cultural, socio-cultural context in Central Uganda region.

·       
Experience
on gender mainstreaming and results-based monitoring desired.

·       
Strong
interpersonal and intercultural skills.

·       
Active,
flexible, ethical and dynamic team player and excellent networker

·       
Very
Good writing and communication skills.

·       
Experience
in workshop organisation or events management.
