Education (“Elevate”) is a non-governmental organization that works to improve
the quality of education for children across Uganda. Elevate designs, implements
and evaluates innovative mechanisms to improve accountability, oversight and
education system effectiveness in Uganda. In a world of competing priorities
and limited resources, our approach increases the efficiency of education service
delivery and amplifies the impact of every dollar invested. Elevate focuses on
leveraging accountability structures to improve education service delivery.

Since 2016, Elevate
has implemented the Village TEACH Program in government schools in Mukono district
to increase the engagement level of rural parents at their children’s school.
Since its inception, the Program has been implemented in 63 schools, reaching
29,745 students in grades Primary 1 through Primary 7. In 2020, Elevate plans
to finalize the model and begin to scale.

Job Summary:  The Program Officer – Design and Training for
the Village TEACH Program and other community engagement programs, as needed.
S/he will work closely with the Program Manager to draft, evaluate and revise
program curriculum and activities. The Program Officer will be responsible for facilitating
program activities at a subset of schools, and gathering and integrating
regular feedback from program participants on how to improve activities. S/he
will also be responsible for supporting the training of Program Facilitators
(PF) as activities are updated or new PFs are on boarded. S/he will ensure that
the curriculum is technically sound and PFs are trained to deliver the curriculum
with high fidelity. We are looking for dynamic, passionate individuals who want
to help support Elevate in pursuing its mission to transform education in
Uganda.

Key Duties and Responsibilities:  

Drafting and
piloting program content

·       
Work
closely with the Program Manager to draft, revise and pilot program modules and
activities

·       
Facilitate
the running of build-measure-learn design loops to inform program strategy
through program delivery in pilot schools

·       
Use
evidence from program facilitation to:

·       
Propose
adjustments to program curriculum

·       
Draft
new content

Program
administration and implementation

·       
Coordinate
logistics of program meetings and workshops

·       
Lead and
support implementation of program meetings and workshops

·       
Draft
bi-weekly field petty cash projections and submit them for approval in a timely
manner

·       
Compile
and submit program mobile money requests and accountability to the Program Manager
in a timely manner

·       
Maintain
an up-to date Program Calendar

·       
Keep an
up-to-date record of program assets and equipment

·       
Procure
program materials in a timely manner

Training and
monitoring Program Facilitators

·       
Support
regular capacity building of Program Facilitators (PFs) at monthly and termly
trainings

·       
Supervise
program delivery to ensure compliance to curriculum and fidelity in its
delivery

·       
Train
field staff on data collection procedures and best practices; oversee data
collection

·       
Support
program risk management by creating a risk register/matrix, running
consultations on the identified risks, and seeking out actions to mitigate,
control or eliminate the risks in question

·       
Actively
participate in team meetings and provide feedback and recommendations to
improve program design and implementation

Program Reporting
& Communications

·       
Lead
regular check-in sessions and capacity building workshops with PFs; maintain
clear documentation of feedback

·       
Compile
all program session outputs to create a program progress template

·       
Draft
meeting minutes, PF field reports, and monthly training recaps into a succinct
and well-articulated monthly program report

·       
Draft
language on program implementation for use in external and internal reporting,
new business development, and/or communication materials

·       
Draft
official Program communications & oversee the dissemination of approved
versions of the same

Stakeholder
Engagement

·       
Maintain
excellent relationships with government, NGO, and civil society partners; build
new relationships as needed

·       
Coordinate
activities with school administration, sub county and district leadership

·       
Other
duties as required

Qualifications, Skills and Experience:

·       
The
applicant must hold a Degree in Teaching, Social Work, Community Development,
or related field.

·       
Previous
work with curriculum design and implementation and/or training support,
preferred.

·       
Excellent
written and oral English and Luganda language abilities are required.

·       
Ability
to use an Android device

·       
Proficiency
in MSWord

·       
Proficiency
in MS Excel and MS PowerPoint, preferred

skills; writes clearly and informatively. Basic comprehension of social media platforms
(Twitter, Facebook). Experience in writing succinct reports.

learning material and enable communities to resolve their own challenges.

re-design. Attention to detail is a must!
